BOARD OF SUPERVISORS MEETING 
May 16, 2012 Minutes
I.	CALL TO ORDER
1.	Chairman Bartel called the meeting to order
2.	Present:
Chairman Lester A. Bartel, Jr.
Supervisor Tom Sykora
Supervisor Steve Schaefer
Supervisor Karron Stockwell
Supervisor Tom Grabow	Town Attorney Sara MacCarthy
Plan Commission members present:
3.	Absent:  None
II.	 ASSURANCE OF PROPER NOTICE
1.	Chairman Bartel assured the meeting was noticed properly
III.	PLEDGE OF ALLEGIANCE TO THE FLAG WAS RECITED AT THE BEGINNING OF
THE OPEN SPACE MEETING
IV.	OLD BUSINESS
Resolution 2012-8: Adopting Employee Grievance Procedures, Workplace
Safety Guidelines and Employee Handbook (Tabled Issue)
1.	ACTION:  Supervisor Schaefer moved to take this item off the table,
seconded by Supervisor Sykora.  Motion carried 5-0 
2.	ACTION:  Supervisor Sykora moved to adopt the Resolution, seconded
by Supervisor Stockwell.  *See amendment*
3.	Attorney MacCarthy gave an overview of this resolution.  She stated
that this resolution defines general procedures to follow for anyone
who is staffed by the Town of Grafton and has been disciplined.  This
resolution follows the Wisconsin State Statutes, Wisconsin Towns
Association and adjacent municipalities.
4.	Another part of this resolution is what should be the beginning of
an employee handbook and is a work in progress.
5.	ACTION: Supervisor Stockwell moved to amend the motion to include
“as amended at this meeting”, seconded by Supervisor Grabow. 
Motion carried 5-0
6.	ACTION: Supervisor Sykora moved to adopt the resolution 2012-08 as
amended at this meeting, seconded by Supervisor Stockwell.  Motion
carried 5-0
V.	ADJOURN
1.	Action – Motion made by Supervisor Stockwell to adjourn, seconded
by Supervisor Schaefer.  Motion carried 5-0
