II. ADOPTION OF AGENDA
1. Action-Commissioner Sperber moved to adopt the agenda, seconded by Commissioner Wolf. Motion carried 7-0
III. REVIEW & APPROVE MINUTES
A. Minutes from previous meeting
1. Action-Commissioner Ansay moved to approve the minutes form the June 3, 2009 meeting, seconded by Commissioner Tutewohl. Motion carried 7-0
IV. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD

V. OLD BUSINESS
1. None
VI. NEW BUSINESS
A. Presentation of draft version of Development Guidelines and Technical Standards
1. Engineer Lundeen explained that this is a tool meant to streamline details into one single document to provide to developers at the time of application.
2. The Commission discussed the Memorandum included in the packet and discussed the following bullet points:
• Page 22: 4.2.05.B.1. and 4.2.06.D.1. The document does not specify what the tri-axle dump truck shall be loaded with. Commissioners discussed adding the text “aggregate base” will be included for the truck loading material.
• Page 24: 5.1.03 The Standard Notes do not specify what is required for “maintenance”. Commissioners discussed adding the text “in accordance with the Town’s Stormwater Ordinance or Developer’s Agreement” to this section.
• Page 34: I.A.4. Discussion regarding the required number of winter seasons prior to asphalt installation. Currently the Town requires one full winter season, but the Town Board requested that the minimum be increased to two years. Commissioners discussed that this could be addressed in the Developer’s Agreement.
• Page 35: I.B.4. and I.B.7 Inquiry as to who is monitoring compliance with the specifications in the agreement. This may be addressed after the presentation of the findings from the Urban Planning Grant.
• Page 37: I.I.1. No definition for “workmanlike manner”. This term is an industry standard.
• Page 45: X.A. Inquiry as to why, if the Subdivider performs work that is not inspected by the Town, the Town would pay for “the cost of re-examination and replacement”, even if the work is found to be in compliance. Commissioners discussed revising the text to read: The Subdivider shall pay the cost of re-examination and replacement.

VII. TOWN STAFF UPDATES
A. Marko Musich Sign permit Family Farm Business Park
1. Building inspector Fellenz meets all of the setbacks and he recommends approval.
2. Action-Commissioner Ansay moved to approve the permanent sign permit, seconded by Commissioner Wolf. Motion carried 7-0
B. Planner Schaefer gave an update and a handout form the STH32/V workshop. There will be 8 zones that will be evaluated. The next workshop is slated to be held in October.
C. Attorney Hahn presented case review regarding extraterritorial zoning.
VIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW

1. Action-Commissioner Wolf moved to adjourn, seconded by Commissioner Ansay. Motion carried 7-0
