PLAN COMMISSION MEETING
September 1, 2010
I. CALL TO ORDER

II. CLERK’S ASSURANCE THAT MEETING WAS PROPERLY NOTICED
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
A. Chairman Bartel explained that the public hearing for the Kalt CUP will not be held this evening as there was a mix up with the publication at the newspaper. The official public hearing will be held at the September 8th Board of Supervisors meeting. All comments tonight will be heard and reflected in the minutes. This will not be heard as a public hearing tonight, only a discussion and action item.
B. ACTION – Commissioner Tutewohl moved to adopt the agenda as amended, seconded by Commissioner Wolf. Motion 7-0
V. REVIEW & APPROVE MINUTES
A. ACTION – Commissioner Sperber moved to approve the minutes as presented, seconded by Commissioner Stockwell. Motion carried 7-0
VI. PUBLIC HEARINGS - OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:
A. Conditional Use Permit for an addition-Chris & Joy Kalt-775 Lancaster-tax key # 06-009-10-006.00 (Public Comment will be taken but the official public hearing will be held at the September 8, 2010 Board of Supervisors meeting)
1. Planner Schaefer stated that this subdivision is surrounded by the C-1 overlay and staff was initially concerned that this might affect this project, however, the applicant’s professional staff submitted AutoCAD file that over-layed the C-1 district on the property so we are certain that this addition is not within that district.
2. Clerk Schmidt stated that the Building Inspector has reviewed the plans and recommends approval contingent on any staff punchlist items and payment of all fees.
3. No one wished to speak; the Mr. Kalt explained that they have spoken with their neighbors already.
4. Action-Commissioner Wolf moved to approve the CUP as presented and instruct the Building Inspector to issue the building permit pending the outcome of the official public hearing at the September 8, 2010 Board of Supervisors meeting, seconded by Commissioner Heisler. Motion carried 7-0
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Scott Orten of the Astro wings airplane club was wondering if the Town has received any complaints regarding the planes. The Town has not received any complaints. Chairman Bartel thanked the club for all of their efforts in the community.
VIII. OLD BUSINESS
A. Recommendation to Board of Supervisors that Staff begin amending the Town of Grafton Comprehensive Plan: 2035 to reflect the changes suggested by the Village of Grafton during the STH 32 Land Use Update process
B. Action-Commissioner Stockwell moved to recommend the Board of Supervisors instructs staff to being the amendment process as suggested by the Village of Grafton, seconded by Commissioner Sperber. Motion carried 7-0
IX. NEW BUSINESS
A. Presentation of Codified STH 32 Components
B. Attorney Hahn explained that there have been issues with the cross-references within the document and that they are diligently working with their IT department on resolving this issue.
C. Action-Commissioner Tutewohl moved to table this item until the October meeting, seconded by Commissioner Sperber. Motion carried 7-0
X. TOWN STAFF UPDATES
1. Engineer Lundeen introduced Ryan and Matt of Bonestroo who will be filling in for her while she is on leave.
XI. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
XII. ADJOURN
A. ACTION – Commissioner Wolf moved to adjourn, seconded by Commissioner Hefle. Motion carried 7-0
