I. CALL TO ORDER
A. ACTION-Chairman Bartel called the meeting to order at 7:04 pm.

II. ASSURANCE OF PROPER NOTICE
A. ACTION-Town Clerk Jessica Schmidt assured that the meeting was properly noticed.
III. PLEDGE TO THE FLAG
IV. ADOPT AGENDA
A. ACTION-Supervisor Grabow moved to adopt the agenda, seconded by Supervisor
Kaul. Motion carried 5-0.
V. REVIEW & ADOPT MINUTES
A. Minutes from the August 8, 2007 meeting
1. ACTION-Supervisor Helms moved to adopt the minutes from the August 8,
2007 meeting, seconded by Supervisor Rogers. Motion carried 5-0.
VI. OLD BUSINESS
A. Town of Grafton Ordinance # 2007-107. -Proposed adoption of an Impact Fee Ordinance
for new development to be assessed with the application for a building permit
1. ACTION-Supervisor Helms moved to adopt the ordinance pending legal
approval, seconded by supervisor Rogers. Motion carried 5-0.
B. Road Impact Fee Study
NOTE: Formal action to take place at the October 10, 2007 Board of Supervisors
meeting, pending the mandatory 21-day Public Notice Period.
1. ACTION-No action taken
C. Resolution to adopt the CORP Plan
1. ACTION-Supervisor Helms moved to table until ITEM D on this agenda is
reviewed and then return to make a motion on this issue, seconded by
supervisor Grabow. Motion carried 5-0.
2. ACTION- Supervisor Helms moved to take ITEM C off the table, seconded by
Supervisor Grabow. Motion carried 5-0.
3. ACTION-Supervisor Rogers moved to adopt the CORP Plan subject to the
preparation of the final draft by staff, seconded by Chairman Bartel. Motion
carried 5-0.

D. Establishment of a Park and Open Space Impact Fee-
1. ACTION-Supervisor Grabow moved to set the Park and Open space Impact fee
at $2000, seconded by supervisor Kaul. Motion carried 5-0
2. ACTION-Chairman Bartel moved to approve the Park and Impact fee study
pending the amendment so the Impact fee equals $2000, seconded by
Supervisor Rogers. Motion carried 5-0
E. Kenneth Emerick property, 2086 Edgewater Drive, Grafton, WI that was tabled at the
June 13, 2007 Board of Supervisors meeting
1. ACTION-Supervisor Rogers moved direct legal counsel to go forward with
summary judgment, seconded by supervisor Helms Motion carried 5-0.
F. Contract Award for the On Call Erosion Control Services
1. ACTION-Supervisor Kaul moved to award both Midland Contractors and
Kuehne Company an annual renewable contract for On call Erosion control
services with Midland Contractors being the primary service, seconded by
supervisor. Motion carried unanimously.
G. Road Capital Improvement Program (CIP)-Proposed amendment to include the
reconstruction of Lakeshore Road in years 2-5 of the 2007 Capital Improvement Program
to facilitate application for TRIP grant funding.
1. ACTION-Supervisor Helms moved to amend the 2007 CIP program to include
the reconstruction of Lakeshore Road in years 2-5, seconded by supervisor
Grabow. Motion carried 5-0.
H. Town of Grafton Recycling Ordinance # 2006-87– Clerical revisions
1. ACTION-Supervisor Grabow moved to approve the amendments to the
Recycling Ordinance to be in compliance, seconded by supervisor Kaul.
Motion carried 5-0.
I. Nuisance Ordinance
1. ACTION-Supervisor Kaul moved to table this item until further research is
conducted with the Department of Transportation, seconded by supervisor
Helms. Motion carried 4-1 with Supervisor Grabow dissenting.
J. Firearms discharge ordinance
1. ACTION-No action taken
VII. NEW BUSINESS
A. Implementation of Town Liquor License Protocol
1. ACTION-Supervisor Helms moved to table this item until the October 3, 2007
Plan Commission meeting so staff can meet with the Village to obtain a written
protocol, seconded by Supervisor Rogers. Motion carried 4-1 with Tom
Grabow dissenting.
B. Town of Grafton Ordinance #2007-102-An Ordinance to amend the Land Division Code
to require Public Design of Public Improvements on all Town developments
1. ACTION-Supervisor Helms moved to amend the Land Division Code to require
Public Design of Public Improvements on all Town developments, seconded
by supervisor Rogers. Motion carried 5-0.
C. Proposed revisions to the standard Developer’s agreement to accommodate Public
Design on all Town Developments and to incorporate restrictions on construction dates

1. ACTION-Supervisor Kaul moved to adopt the proposed revisions to the
Standard Developers Agreement, seconded by Supervisor Helms.
2. Restrictions of road improvements are from April 1st to November 1st.
3. ACTION-Chairman Bartel moved to amend the original motion to include “at
the discretion of the Board roads may allow additional wintering of the bases if
staff deems necessary”, seconded by Supervisor Grabow. Motion carried 5-0.
D. Town of Grafton Ordinance #2007-103 - An Ordinance for Stop Signs for Split Rail Court.
1. ACTION-Supervisor Kaul moved to adopt the Ordinance as presented,
seconded by Supervisor Helms. Motion carried 5-0.
E. Town of Grafton Ordinance #2007 –104 -An Ordinance for Stop Signs for Valley Court.
1. ACTION-Supervisor Rogers moved to adopt the Ordinance as presented,
seconded by Supervisor Kaul. Motion carried 5-0.
F. Town of Grafton Ordinance #2007-105 – An Ordinance to amend the Zoning Code – B-1
Business District Design Standards
1. ACTION-Supervisor Grabow moved to adopt the Ordinance as presented,
seconded by Supervisor Kaul. Motion carried 5-0
G. Town of Grafton Ordinance #2007-106 – An Ordinance to amend the Zoning Code – M-1
Light Manufacturing and Warehousing District Design Standards.
1. ACTION-Supervisor Kaul moved to adopt the Ordinance as presented,
seconded by Chairman Bartel. Motion carried 5-0
H. Adoption of Title 1-General Provisions, Chapters 1 and 2; Title 2-Government and
Administration, Chapters 1-10; Title 3-Public Safety, Chapters 1-3; Title 7-Licensig and
Regulation, Chapters 1-6 and 15; Title 9-Public Nuisances, Chapter 3; and Title 10-Land
Use, Chapters 3 and 9
1. Updated codification was not ready before the meeting. Public Hearing was also
adjourned until the October 3, 2007 plan commission meeting.
2. ACTION-Supervisor Helms moved to table this item until the October 10, 2007
meeting, seconded by supervisor Grabow. Motion carried 5-0.
I. Notice of Opportunity to Cure – Blank’s Crossing- Notice of Opportunity to cure for
failure to properly address pavement issues within the Blank’s Crossing subdivision
1. ACTION-Supervisor Grabow moved to inform Blank’s Crossing of the Notice of
Opportunity to cure regarding road issues, seconded by supervisor Rogers .
Motion carried 5-0
J. NR 216 Permit Renewal
1. ACTION-Supervisor Kaul moved to allow staff to renew the NR 216 permit,
seconded by supervisor Helms. Motion carried 5-0
VIII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD

1. Town Clerk Schmidt read a petition from residents dated August 25, 2007, to lower
the speed limit from 45 mph to 35 mph on Pleasant Valley Road between Maple
Road and HWY O.
a. Town Engineer Lundeen stated that this is an issue that will have to be made
jointly with the Village. Staff will meet with the Village and the Town will have
a public hearing on this matter at a future meeting.
2. Supervisor Kaul received correspondence pertaining to the Village road
reconstruction on Cedar Creek Road and Falls Road stating that residents could be
special assessed.
a. Chairman Bartel received correspondence from Darrell Hofland stating the
Village is sending a follow up letter to residents stating the letter that they
received contained erroneous information.
IX. TOWN ENGINEER UPDATE
A. Road Budget Update
1. Engineer Lundeen reported that the Town may need a budget amendment for
Beechwood Lane and River Bend Road reparation.
B. Beechwood Lane Drain Tile
1. Staff will solicit estimates from contractors for the repairs that need to be done
Contractors will also be asked for alternative solutions that may be more cost
effective.
C. River Bend Road Repair
1. Staff will solicit bids for the reparation of River Bend Road.
D. Traffic Counts on I-43
1. Engineer Lundeen presented traffic count maps to the Board.
E. General Engineering Budget Update
1. Bonestroo’s invoices are greater than the 2007 budget. They will hold these invoices
until 2008. The 2008 budget will reflect the addition and will be increased to cover
anticipated expenses.
F. CTH C Relocation – Meeting with Ozaukee County Highway Department
1. No formal action has been made to the county for the relocation of CTH C.
G. Staff has applied for an Erosion control Grant on behalf of the Town; the Town is ranked 25th
out of 50 plus applicants, Grant will not be awarded until DNR budget is approved.
