PLAN COMMISSION MEETING
Wednesday, October 6, 2010
I. CALL TO ORDER

II. CLERK’S ASSURANCE THAT MEETING WAS PROPERLY NOTICED
1. Clerk Schmidt assured the meeting was properly noticed.

III. PLEDGE OF ALLEGIANCE TO THE FLAG

IV. ADOPTION OF AGENDA

A. ACTION – Commissioner Tutewohl moved to adopt the agenda as presented, seconded by Commissioner Wolf. Motion carried 7-0

V. REVIEW & APPROVE MINUTES

A. ACTION – Commissioner Wolf moved to approve the minutes as presented, seconded by Commissioner Sperber. Motion carried 7-0

VI. PUBLIC HEARINGS - OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:

A. Conditional Use Permit for an addition to a garage-Jeff Wegner-1908 Ulao Pkwy- tax key # 06-009-09-002.00

1. Action-Chairman Bartel opened the public hearing at 7:05 PM
2. No one wished to speak
3. Action-Chairman Bartel closed the public hearing at 7: 06 PM
4. Action-Commissioner Stockwell moved to approve the Conditional Use Permit, seconded by Commissioner Wolf. Motion carried 7-0

VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD

VIII. OLD BUSINESS

A. Presentation of Codified STH 32 Components
1. Attorney Hahn explained that this is not anything new; this is just the paper copies of what we discussed during the last meeting.
2. No action taken

B. Update on landscaping plan-Blue Sky Educational Foundation
1. Planner Schaefer gave an overview of the landscaping plan changes. This summer it was noted that the mound system was placed in the incorrect location creating issues with the buffer yard plantings.
2. Staff has issued the final landscaping plan approval.

IX. NEW BUSINESS

A. Temporary Sign permit renewal-Ray Last-multiple locations
1. Action-Commissioner Wolf moved to approve the sign permit renewal for one year, seconded by Commissioner Tutewohl. Motion carried 7-0

B. Ordinance 2010-8 An Ordinance Amending Title 9 - Land Use Regulation; Chapter 1 – Zoning Of The Code Of Ordinances, Town Of Grafton, Wisconsin
1. Action-Commissioner Wolf moved to recommend that the Board of Supervisors approve Ordinance 2010-8, seconded by Commissioner Tutewohl. Motion carried 7-0

X. TOWN STAFF UPDATES

1. Commissioner Wolf asked Engineer Lundeen to update the Commission on the new law pertaining to street signs. The signs must be constructed with the first letter being capitalized and the rest of the letters must be in lower case letters.
2. Steve Schaefer asked Engineer Lundeen about the CTH C project, she is not aware of the County’s intentions.
3. Steve Schaefer asked for an update on the Multi-use trail; Engineer Lundeen stated that the project is moving along nicely and clearing has been started.
4. Steve Schaefer asked Engineer Lundeen for an update on Woodland Shores; they have been working on their Plan of Reparation, according to the Plan they have submitted they will not have all of the work completed by the October 13th deadline.

XI. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW

1. Commissioner Stockwell asked how the Town is going to police the sign for permitting in the Town. Engineer Lundeen explained that the Plan Commissioners have the ability to issue a violation.
2. Commissioner Wolf stated that the City of Mequon Plan Commissioners and staff all had laptops at their stations and thought it would be nice for the Town. Planner Schaefer stated that this would make the Town more sustainable.

XII. ADJOURN

A. ACTION – Commissioner Sperber moved to adjourn, seconded by Commissioner Heisler. Motion carried 7-0
