I. CALL TO ORDER

A. Town Clerk Wendy Weeks assured that the Agenda was properly noticed.
IV. ADOPTION OF AGENDA
A. ACTION- Commissioner Ansay moved to approve the agenda, Commissioner Hefle
seconded. Motion passed unanimously.
V. REVIEW AND APPROVE PREVIOUS MINUTES
A. ACTION-Commissioner Wolf moved to approve the minutes, seconded by Commissioner
Stockwell. Motion passed 5-0, with Commissioner Hefle abstaining.
VI. PUBLIC HEARING
A. Roy and Nancy Swisher – A Minor Land Division, CSM, for Tax Key #060080500000, 1093
Arrowhead Road, and Rezoning by default from A-2 Agriculture to R-2 Residential, 3 acre
minimum.
1. ACTION-Chairman Bartel opened the Public Hearing at 7:04 PM.
a. Mr. Scott Orten clarified the location of the land division.
2. ACTION-Chairman Bartel closed the Public Hearing at 7:05 PM.
3. ACTION-Commissioner Ansay moved to recommend to the Board of Supervisors
to approve the land division and rezoning, Commissioner Clapper seconded.
Motion passed 6-0.
B. Thomas & Renee Krutina-A Minor Land Division, CSM, for Tax Key #060080500000, 1093
Ulao Parkway, and Rezoning by default from A-2 Agriculture to R-2 Residential, 3 acre
minimum.
1. ACTION-Chairman Bartel opened the Public Hearing at 7:11 PM.
2. ACTION-Chairman Bartel closed the Public Hearing at 7:11 PM.
a. No one wished to speak.
3. ACTION-Commissioner Clapper moved to recommend to the Board of Supervisors
to approve the land division and rezoning subject to staff recommendations and
punch list and including the waiver on lot (1) one for wet land delineation,
Commissioner Wolf seconded, Motion passed 6-0.

VII. OLD BUSINESS
A. Final Plat Application – MLGRE 2002 LLC – Mr. Brett Haney – Discussion and possible
action concerning final plat approval for Waterstone Subdivision – 72 acres at the SE corner
of Ulao Road and HWY C, Tax Key #060211000000.
1. Engineer Lundeen noted a change from the county maps, there is only the standard
66 foot Right-of -Way on the north side. This does not allow sufficient space for by-
pass lane on the north side nor for the appropriate drainage improvements to be
made. After consulting with MLG, Engineers waved the requirement for the by-pass
lane on the north side with the recommendation that when the north parcel is
developed; a four-way stop would be put there with the proper by-pass lanes. Excel
and Deceleration lanes will still be constructed.
2. Commissioner Ansay asked that the letter of credit include the dollar amount for the
landscaping to make it clear to the Town of Grafton and Waterstone’s surrounding
neighbors.
3. Mr. Paul Hinkfuss from MLG commented on the pending litigation claiming adverse
possession of approximately an 18 foot strip of land. They are close to a solution and
it should be resolved shortly.
4. Attorney Maynard commented that 12 (twelve) feet from the original 30 (thirty) is not
being disputed, which brings the dispute to 18 (eighteen) feet. There will be more
discussions between both sides.
5. ACTION- Commissioner Clapper moved to table any action pending legal and
engineering reviews, seconded by Commissioner Wolf , Motion to table
passed 6-0.
VIII. ADVISORY DISCUSSIONS
A. Leroy & Marsha Grossman/Nicholas Patera-Agent-Discussion regarding a Minor Land
Division at 790 Lakeshore Road, Tax Key #06-028-02-001.00.
1. Commissioner Ansay raised the question about procedure and whether this meets the
Town of Grafton’s requirements. It does because the CSM has been before the Plan
Commission before.
2. Soil borings cannot be waived because the parcel is a building site.
3. NO ACTION TAKEN.
IX. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
1. Engineer Lundeen brought forth a resident correspondence on horse signs. The
resident requested the sign be moved to the west where Q becomes Ulao Road,
approximately 1000 feet to the west. Correspondence will be put in Road Tour File
for April 2007. Letter should go out with a response that it will be considered Spring
2007.
X. TOWN STAFF UPDATES
A. Town Planner-Discussion regarding the Town of Grafton Comprehensive Plan-Agriculture,
Cultural, & Natural Resources.
1. Presentation by Mr. Jamie Rybarczyk was made on the Town of Grafton’s
Comprehensive Plan which is still in draft form. Comments can be added, please
forward them to Mr. Rybarczyk or Ms. Amanda Schaefer
2. There are three main goals identified:
a. 1) Maintain and protect the Town’s unique rural character and identity,
b. 2) Insure long term continuation of agricultural and agricultural related uses in
the Town

c. 3) Record all mineral extraction operations and utilities to be functionally and
visually compatible with predominant agricultural and residential uses of the
Town.
3. Commissioners asked that the county adopt the Town of Grafton’s Comprehensive
Plan instead of facilitating their own plans.
B. Town Building Inspector
1. Couple new houses have started.
C. Town Engineer
1. County is finishing a few shouldering projects. Engineers met with Bill Tackes to go
over 2007 construction projects to determine what roads need reconstructing versus
overlays.
2. Woodland Shores has the intent of submitting a plan of reparation of the road
deterioration in the subdivision.
3. Sediment removal in Ulao Settlement ditch is complete, waiting for highway bill, and
the Ulao Settlement will officially be closed out.
XI. ANY MISCELLANEOUS ITEMS DEEMED PERTINENT BY LAW.
A. Handout of home mortgages in Ozaukee County.
XII. ADJOURN
A. Action – Motion made by Commissioner Clapper to adjourn meeting, seconded by
Commissioner Ansay. Motion carried 6-0.
