OPEN SPACE COMMISSION MEETING

I. CALL TO ORDER

II. PLEDGE OF ALLEGIANCE
III. ADOPTION OF AGENDA
A. ACTION – Commissioner Tomter moved to adopt the agenda, seconded by Commissioner Rauser. Motion carried 6-0
IV. REVIEW & APPROVE MINUTES FROM PRIOR MEETING
A. ACTION – Commissioner Rauser moved to approve the minutes from the previous meeting, seconded by Commissioner Wilkinson. Motion carried 6-0
V. OLD BUSINESS
A. Draft of the standard easement text
B. Town Scientist gave an update on the standard easement text that is being drafted.
C. Town Scientist Lennie explained that the DNR has requested more information from the Town regarding the possible non-motorized canoe launch.
D. The Commission will review both documents at the next meeting.
E. Commissioner Graff presented 2 examples of standard easement text.
F. ACTION – No action taken
VI. NEW BUSINESS
A. Beachgrass LLC has inquired if there is a grant for them providing an easement to the Town of Grafton.
B. The CORP does allow for the Town to purchase land for an easement. There are standard calculations to go by to compute the value.
C. Staff will research the percentage of fair market value to use as a base for compensation.
D. John Kassel is receptive to the possibility of allowing an easement on his property, but he doesn’t want to start the process for at least 2 years.
E. The Commission would like to clarify what criteria they should be looking at when a new application comes in to the Town for development.
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. None
VIII. TOWN STAFF UPDATES
A. Leo Moorehead, a Town resident, informed the Town Clerk that his son is an eagle scout and is looking for a project to work on next year. He inquired about possible project opportunities with the non-motorized boat launch.
B. Clerk Schmidt explained that the Town may need help with construction of signage for the launch and she also suggested that the resident attend an Open Space meeting to talk with the Commission.
IX. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
A. None
X. ADJOURN
A. ACTION – Commissioner Graff moved to adjourn, seconded by Commission Rauser. Motion carried 6-0
