OPEN SPACE COMMISSION MEETING
October 19, 2011
I. CALL TO ORDER
A. Chairperson Tomter called the meeting to order at 7:00 P.M.
B. Present:

II. PLEDGE OF ALLEGIANCE TO THE FLAG
III. ADOPTION OF AGENDA
A. ACTION: Commissioner Korinek moved to approve the agenda as presented. Commissioner Boyer seconded the motion. Motion carries 4-0.
IV. REVIEW & APPROVE MINUTES
A. Change Pfelger to Pfleger
B. Change “Drawing Dead” to “Beachgrass LLC.”
C. ACTION: Commissioner McNally moved to approve the meeting minutes as presented with the changes requested. Commissioner Boyer seconded the motion. Motion carried 5-0.
V. OLD BUSINESS
A. Potential Easement Donors for the Multi-Use Trail
1. Look at the Curtis property and property to the east, find out who owns parcel of the apartment complex.
2. Find out and let Lester know who owns the apartment complex and explore the option of an easement.
3. Find out owner of Lakefield Electronics and homeowner’s association for Blanks Crossing to see if there is interest in an easement.
4. Commissioner Korinek to Officially invite Curtis/Pfleger.
B. Placement of Bird City Signs (2) – Discussion and possible action to recommend to BOS
1. Commissioner McNally stated that she was confident in placing a sign in Lion’s Den location.
2. ACTION: Commissioner Wilkinson moved to recommend one sign on the post with the Ulao Creek sign with the provision that it does not conflict with County sign, Commissioner Korinek seconded the motion. Motion carries 5-0.
3. ACTION: Commissioner Mcnally moved to recommend the second bird city sign be posted in vicinity of Lion’s Den, preferably on an existing sign post. Commissioner Korinek seconded the motion. Motion carries 5-0.
4. Chairman Tomter recommended these locations be presented to the Board of Supervisors.
C. Multi-Use Trail Repair – Status Report
1. Scientist Lennie contacted Hilgart & Sons to get the repair done. Discussing at staff meeting 10-20-11
D. Canoe Launch – Status report on Signs
1. Scientist Lennie corrected himself regarding the 2nd sign being installed. The 2nd sign is on hold pending putting boulders in the area and keeping 1 sign.
2. Commissioner Korinek approved the rocks being placed at the Boat Launch due to financial savings.
3. Commissioner Wilkinson stated he approved the rocks also.
4. Commissioner Boyer stated rocks would add to natural state of boat launch, more signs make it look busy.
5. The Open Space Commissioner requested Chairman Bartel contact the County to have rocks placed.
6. ACTION: Commissioner Wilkinson moved to rescind motion to install another sign and amended that motion to state a single sign and 4 rocks be installed at the same radius from the pavement edge as the existing sign with 2 rocks on either side of the sign spaced 6 ft on center. Commissioner Korinek seconded the motion. Motion carries 5-0.
E. Discussion and possible action on Phase 2 recommendation for western endpoint of the trail segment.
1. Scientist Lennie recommends creating bidding documents for the contractor to have a base bid to a trail and an alternate to Ulao Creek up to Fox Glove.
2. Commissioner Wilkinson agrees with moving no further west towards Ulao Creek.
3. Commissioner McNally to find out about Homeowners association for Blanks Crossing and notify president to invite to November meeting.
F. Discussion and visioning on protecting open space and focus for the coming year.
1. Late winter early spring meeting with Plan Commission to talk about areas of concern.
2. Next meeting pick one of the two months and draft invitations.
G. Invite Town Planner and the Board of Supervisors. They could provide insight on the potential growth in January/February.
VI. NEW BUSINESS
A. Review of 2011 letter to the residents (education and information from the Open Space Commission).
1. Make a recommendation so it can go out in December with tax bills.
2. Add a section from 2011 Lion’s Den feature “Explore the Ozaukee Coast”.
3. Commissioner McNally would like to add a call to residents to become more involved.
4. Revisions should come to Commissioner Tomter.
B. Early Discussion of Hedgerow and fence line initiative possibility.
1. Possible ad-hoc committee, please add to agenda for November
C. Hiker-Friendly Map
1. Scientist Lennie will provide a completed trail map in order to post to the Town’s website.
2. ACTION: Commissioner McNally moved to recommend that the Board of Supervisors direct Town Staff to create a current multi-use trail map of the existing segments. Commissioner Korinek seconded to motion. Motion carries 5-0
D. Open Space Web Page
1. Open Space Commission would like to look into re-organizing the “Open Space” section of the Town website. Ideas to come.
E. Geocaching on the Multi-Use Trail
1. The Open Space Commission did not see any problems or conflicts with resident request to place a geocache on the Multi-Use Trail.
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Discussion and possible action concerning any resident correspondence received.
VIII. TOWN STAFF UPDATES
1. Commissioner Wilkinson – Interurban trail advisory committee – routes to include areas of interest for mapping routes away from the interurban trail to areas of interest. Suggested the connection between the interurban route and Lion’s Den. That was accepted as an area to be investigated.
IX. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
X. ADJOURN –
1. ACTION: Commissioner Wilkinson moved to adjourn @ 8:47pm. Commissioner McNally seconded the motion. Motion carries 5-0.
