October 14, 2009 Minutes

I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.

II. PLEDGE OF ALLEGIANCE TO THE FLAG
III. ADOPTION OF AGENDA
1. ACTION: Supervisor Grabow moved to approve the agenda, seconded by Supervisor Sykora. Motion carried 5-0
IV. REVIEW & APPROVE MINUTES
1. ACTION: Supervisor Sykora moved to approve the minutes of the September meeting, seconded by Supervisor Rogers. Motion carried 4-0 with Supervisor Schaefer dissenting
V. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. Resident letter requesting additional signage or a reflective arrow on Falls Road pointing north to indicate a sharp turn to Cheyenne Town staff will contact the Village of Grafton to request installation of fog lines at the intersection of Falls Rd and Fox Lane in 2010.
VI. OLD BUSINESS
A. Update on Weed Inspections and Protocol
1. Supervisors requested the Weed Inspector perform follow-up inspections after the Notice of Violation is sent to residents.
2. Supervisors would like the inspections to take place earlier in the season before the weeds go to seed.
3. Weed protocol will be reviewed at the May 2010 Board of Supervisors meeting.
4. ACTION: No action taken
B. Invoice reduction request -Howard Manos, 1497 Green Valley Rd.-tax key # 05-055-05-02.000
1. Engineer Lundeen explained that she contacted the contractor from Mr. Manos’ estimate to compare quotes but her calls were not returned.
2. Supervisor Grabow explained that Home Depot does not provide the culverts that Mr. Manos stated.
3. Supervisors agreed that this project
4. ACTION: Supervisor Sykora moved to deny the invoice reduction as this project met Town protocol, was not out of the ordinary and that work was performed in the right-of-way not on personal property, seconded by Supervisor Grabow. Motion carried 5-0
C. Update on Nuisance Violation-Dean Hoppe-701 Lakefield Rd-tax key # 06-033-06-006.00
1. ACTION: Supervisor Grabow moved to table this item until the November meeting seconded by Supervisor Rogers. Motion carried 5-0

D. Update on Nuisance Violation -Dennis Kratz -1920 Ulao Parkway- tax key # 06-009-09-005.00
1. Supervisor Grabow distributed a handout detailing the status of the site and he stated that the more items that are removed from the site more violations become apparent.
2. ACTION: Supervisor Grabow moved to table this item for 30 days so the Clerk can update the list of violations and provide notice to the landowners, seconded by Supervisor Rogers. Motion carried 5-0
E. Presentation of Development Guidelines and Technical Standards
1. ACTION: Supervisor Sykora moved to approve the Development Guidelines and Technical Standards, seconded by Supervisor Schaefer. Motion carried 5-0
F. Update on Green Valley Rd water stagnant water issue
1. ACTION: Supervisor Grabow moved to table this item until the November Board of Supervisors meeting so the Town can contact the property owner and discuss a possible easement or permission to clean out the swale, seconded by Supervisor Sykora. Motion carried 5-0
G. Open Space Commission $500 Donation to the Land Conservation Partnership of Ozaukee County
1. ACTION: Supervisor Grabow moved to approve the $500 donation from the Park and Open Space Fund to the Land Conservation Partnership of Ozaukee County, seconded by Supervisor Schaefer. Motion carried 5-0
VII. NEW BUSINESS
A. Revision of driveway restrictions on Lots 4 and 5 of the Fox Heights Town Plat (Base2 site plan application) -tax key # 06-077-0004.000 and 06-077-0005.000
1. ACTION: Supervisor Sykora moved to remove the access restrictions on Lots 4 & 5 of the Fox Heights Plat, seconded by Supervisor Rogers. Motion carried 5-0
B. Contract Amendment December 2009 Groundwater Monitoring at Denow Landfill
1. ACTION: Supervisor Grabow moved to table this item until the November Board of Supervisors meeting, seconded by Supervisor Rogers. Motion carried 5-0
C. Town’s possible participation with the Village of Grafton on the Falls Road Project
1. ACTION: Supervisor Schaefer moved to deny the Town’s contribution of funds to the Falls Road project at this time but would like to be included with the design of the project to determine what the Town’s portion will be, seconded by Supervisor Grabow. Motion carried 5-0
D. Open Space Commission recommendation to donate $1,000 from the Park and Open Space/Site Fee account for the Interurban Trail
1. ACTION: Supervisor Sykora moved to donate $1,000 from the Park and Open Space fund for the Interurban Trail, seconded by Supervisor Schaefer. Motion carried 5-0
VIII. TOWN STAFF UPDATES
1. Engineer Lundeen distributed a memo detailing such the LRIP Funding
IX. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION

1. Supervisor Grabow asked for a clarification as to what signage was approved for River Bend Road. He would like the County to install reflective posts at the bend
2. Supervisor Grabow asked for an update on the Woodhaven/Green Bay Rd project
C. Clerk
1. Rail Road Commissioner has been contacted regarding railroad ties on Pleasant Valley
D. Presentation of Invoices
X. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
A. Clerk Schmidt will schedule the budget workshop date via email
XI. ADJOURN
A. Action –Supervisor Grabow moved to adjourn, Seconded by Supervisor Schaefer. Motion carried 5-0
