OPEN SPACE COMMISSION MEETING
November 16, 2011
I. CALL TO ORDER
A. Chairperson Tomter called the meeting to order at 7:00 P.M.
B. Present:
Chairperson Marjie Tomter
Commissioner Steve Wilkinson
Commissioner Dorothy Boyer
Commissioner Shawn Graff
Absent:
Commissioner Mike Uihlien Commissioner Don Korinek
Scientist Brian Lennie
Town Clerk Erica Raffaele



II. PLEDGE OF ALLEGIANCE TO THE FLAG
III. ADOPTION OF AGENDA
A. ACTION: Commissioner Graff moved to approve the agenda as presented. Commissioner Korinek seconded the motion. Motion carries 5-0.
IV. REVIEW & APPROVE MINUTES
A. Commissioner Wilkinson stated that Item F under the Section V: Old Business, Items 1 & 2 could be changed to be their own issue.
B. Chairperson Tomter stated a spelling error, Lion’s Den should be capitalized.
C. ACTION: Commissioner Boyer moved to approve the meeting minutes with the corrections stated. Commissioner McNally seconded the motion. Motion carried 5-0.
V. OLD BUSINESS
A. Discussion and possible action for an ad hoc committee on fence line and hedgerow initiative.
1. ACTION: Commissioner Graff moved to approve the creation of an Ad Hoc Committee. Commissioner Korinek seconded the motion. Motion carries 5-0.
B. Discussion and possible action regarding Bird City IMBD date and event outline.
1. International Migratory Bird Day is Saturday, May 12th, 2012.
2. Commissioner Boyer stated it may be better to go earlier than later depending on the weather. Bird migrations are usually very full from the end of April to mid-May.
3. Chairperson Tomter requested that the County gets checked with to find out when they plan on celebrating IMBD.
4. ACTION: Chairperson Tomter moved to table the issue until December 2011. Commissioner McNally seconded the motion. Motion carries 5-0.
C. Discussion and visioning on protecting open space and focus for the coming year.
1. Commissioner Graff stated that any residents that would like to give the Town’s Open Space Commission an easement could take 50% of the value of the easement and take a tax deduction for the next 15 years.
D. Discussion with Pfleger and Curtis families regarding easement possibilities.
1. The Pfleger and Curtis families were unable to attend the meeting.
2. Chairperson Tomter suggested a meeting with these two families outside of a “Town Meeting”.
3. Scientist Lennie stated that he would set up a meeting outside of the “Town Open Space Commission” meeting with the Pfleger and Curtis family, and also with Commissioner Korinek in attendance.
E. Letter to Residents from the Open Space Commission.
1. ACTION: Commissioner Graff moved to approve the letter to residents with the changes mentioned to send out to tax payers. Commissioner Boyer seconded the motion. Motion carried 5-0.
VI. NEW BUSINESS
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Discussion and possible action concerning any resident correspondence received.
1. Mark Lake, Developer of Blanks Crossing Subdivision, stated his concern in regards to the Multi-Use Trail and granting an easement.
2. Blank’s Crossing residents would like the current map showing the “Preferred Trail” taken down off the website.
3. Blank’s Crossing resident stated that the current condition of the Multi-Use Trail is unusable.
4. Scientist Lennie stated that the current proposed trail, while it would be close to the Blank’s Crossing Subdivision, would be in the Road-Right-Of-Way.
5. Blank’s Crossing residents are concerned about underage drinking parties that occur in their private “Prairie” area.

IX. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
X. ADJOURN –
1. ACTION: Commissioner McNally moved to adjourn @ 8:45pm. Commissioner Wilkinson seconded the motion. Motion carries 5-0.
