PLAN COMMISSION MEETING
Wednesday May 6, 2009
I. CALL TO ORDER

ABSENT: Commissioner Mike Ansay, Alt. Commissioner Jonathon Stephens
II. CLERK’S ASSURANCE THAT MEETING WAS PROPERLY NOTICED
A. Action-Clerk Schmidt assured the meeting was properly noticed
III. PLEDGE OF ALLEGIANCE TO THE FLAG-THE MEETING RECITED THE PLEDGE OF ALLEGIANCE
A. Chairman Bartel requested a moment of silence for the family of the teen that passed away this morning.
IV. ADOPTION OF AGENDA
A. Action- Commissioner Wolf moved to adopt the agenda as presented, seconded by Commissioner Hefle. Motion carried 6-0
V. REVIEW & APPROVE MINUTES
A. Minutes from previous meeting
B. Action-Commissioner Wolf moved to approve the April 1, 2009 minutes, seconded by Commissioner Sperber. Motion carried 4-2 with Lou Hefle and Larry Tutewohl abstaining as they were absent
VI. PUBLIC HEARINGS - OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:
A. Conditional Use Permit for a Pool House-Flagstone Landscape/Lance Johnson Property-2004 Lakeshore Rd-tax key # 06-009-04-005.00
B. Action-Chairman Bartel opened the public hearing at 7:05 pm.
C. No one wished to speak
D. Action-Chairman Bartel closed the public hearing at 7:06 pm.
E. Inspector Fellenz stated the pool house will not have any sleeping quarters, a fence will be placed around the pool, this building meets all of the setback requirements and he recommends approval.
F. Action-Commissioner Wolf moved to approve the Conditional Use Permit with no expiration date as it is a permanent structure, seconded by Commissioner Tutewohl. Motion carried 6-0
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Karin Manley asked if the Town is aware if VK Development is doing anything along CTH C. The City of Port will contact the Town if anything is presented to them.
B. Connie Kiekhafer Lakeshore Road is going great and she appreciated the letter to the residents.
VIII. OLD BUSINESS
A. Ordinance 2009-02 amendment to Town of Grafton code of ordinances, Section 7.7.5.07 Building Construction, Section 9.1.4.17 (a) Conditional Use Permits, Section 9.2.3.03 (d) Certified Survey Maps, Section 9.2.3.03(e)(1) Certified Survey Maps & Section 9.2.3.03(e)(2) Certified Survey Maps to include Sunset Clauses
B. Commissioner Wolf asked staff if the if the sentence in section 7.7.5.07 (B) pertaining to construction or building being “diligently pursued to completion” should be reworded. Attorney MacCarthy stated that this verbiage gives the Town flexibility to deem whether the Site Plan construction is in fact being worked on.
C. Action-Commissioner Wolf moved to recommend to the Board of Supervisors to approve Ordinance 2009-02 as presented, seconded by Commissioner Stockwell. Motion carried 6-0
IX. NEW BUSINESS
A. Minor Land Division-Town of Grafton/Earl Witte property-Green Bay Rd-tax key # 06-006-06-002.0
B. Action-Commissioner Hefle moved to approve the Minor Land Division, seconded by Commissioner Wolf. Motion carried 6-0
X. ADVISORY DISCUSSIONS-NONE
XI. TOWN STAFF UPDATES
A. Planner Schaefer gave an update on STH 32/CTH V corridor-on April 28th the workgroup met with Kathleen Cady Schilling of Ozaukee County Economic Development Group. With Kathleen’s guidance the group briefly analyzed the study area and discussed opportunities and markets that could be embraced by the area. A brief SWOT analysis will be performed as a next step. This will be provided to the workgroup prior to the next meeting. They hope to meet in June or early July.
XII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
XIII. ADJOURN
A. Action-Commissioner Wolf moved to adjourn, seconded by Commissioner Hefle. Motion carried 6-0
