I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.
B. Present:
Chairman Lester A. Bartel, Jr.
Supervisor Tim Kaul
Supervisor Paul Helms
Supervisor Tom Grabow
Deputy Clerk Rebecca Fellenz
Town Engineer Kristen Lundeen
Plan Commissioner Bob Wolf
ABSENT: Supervisor Rogers

III. ASSURANCE OF PROPER NOTICE
Deputy Clerk Rebecca Fellenz assured the meeting that the meeting was properly noticed.
IV. OLD BUSINESS
A. None
V. NEW BUSINESS
A. Appointment to the Town Clerk position
1. Deputy Clerk Fellenz summarized the interview process to the Supervisors
a. Clerk Weeks and Ms. Fellenz reviewed all applications and resumes and
chose the best to interview.
b. Initial interviews were conducted by Clerk Weeks and Deputy Clerk Fellenz.
Chairman Bartel attended most of the initial interviews but not all.
c. Four final candidates were interviewed by Chairman Bartel, Commissioner
Wolf, Supervisor Kaul, and Engineer Lundeen.
d. Resumes of the two finalists were presented to the Board; Jessica Schmidt
and Joy Bauer.
2. Supervisor Kaul reviewed his thoughts on determining the best candidate.
a. Both candidates possess good qualities but Ms. Bauer had a slight edge due
to her response to the interview questions
b. Candidate A and Candidate B lacked the necessary skills and did not come
the interview prepared. Neither candidate seemed like the really wanted the
job.
3. Commissioner Wolf discussed his determining factors of choosing the new clerk.
a. Ms. Bauer’s time management skills are an asset. Her budget and payroll
experiences are limited.
b. Ms. Schmidt was articulate and positive. She has payroll experience but
limited in budgeting. She operates her own business as a massage therapist.
Management style is low-key and time management skills were good. The
main concern is her other business.
c. Ms. Bauer and Ms. Schmidt are fairly equal in strengths and weaknesses.
4. Engineer Lundeen
a. Ms. Bauer’s strength is her experience dealing with building contractors and
customer service skills.
b. Ms. Schmidt’s strength is her financial and banking experience.

a. The interview and selection process worked well and should be used for
future new hires.
b. He asked the Board what the initial salary offer should be. He would like to
see an initial offer of $30,000 with a 6 month review.
6. Supervisor Grabow agreed $30,000 is a fair offer. Discussion occurred about future
increases and the changing roles and responsibilities of the clerk.
7. ACTION – Supervisor Grabow moved to authorize Chairman Bartel to offer the
appointment of the clerk to either Joy Bauer or Jessica Schmidt, in that order,
and to offer an initial salary of $30,000, seconded by Supervisor Helms.
Motion passed unanimously.
8. Chairman Bartel thanked Mr. Wolf, Mr. Kaul, Mrs. Lundeen, and Ms. Fellenz for their
work in hiring a new clerk.
9. Supervisor Kaul said the hiring process worked well. He would like to note that out of
the 30 applicants not one was from the Town of Grafton. This should be noted in the
event discussion arises to elect the Town Clerk instead of appointing.
VI. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Chairman Bartel explained on East River Road there are numerous cars parked along both
sides of the road. This may become a safety hazard and the Board should think about
restricting parking.
B. Supervisor Grabow said on Chapel Court there is a large cotton wood tree in the road right-
of-way that could potentially become a safety problem. The tree roots are also causing road
damage. He will contact the neighbors to gain approval to remove the tree.
1. Engineer Lundeen explained there is road work being performed on Chapel Court
this summer and if the Highway Department could remove the tree at the time of the
work then the Town will save a mobilization cost.
VII. APPOINTMENTS OF COMMITTEES
A. None
VIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW.
A. None
IX. ADJOURN
A. Action – Motion made by Supervisor Grabow to adjourn. Seconded by Supervisor
Kaul. Motion carried 5-0.
