I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.

A. Town Clerk Wendy Weeks assured that the Agenda was properly noticed.
IV. ADOPTION OF AGENDA
A. ACTION – Commissioner Wolf moved to adopt the agenda as presented, seconded
by Commissioner Sperber. Motion passed unanimously.
V. REVIEW AND APPROVE PREVIOUS MINUTES
A. ACTION – Commissioner Ansay moved to approve the minutes from the April 4, 2007
meeting, seconded by Commissioner Clapper. Motion passed unanimously.
VI. PUBLIC HEARINGS
A. Hawks Hollow - A Preliminary Plat Application by Marko Musich, Tax Key #06-030-03-
001.00, 1398 River Bend Road.
1. Cancelled
B. Ordinance #2007-100 - An Ordinance Amending the Zoning Ordinance and Land Division
Code to Amend Application and Fee Requirements; Specifically Amending Sections 2.03,
2.08 and 4.03 Of the Town of Grafton Zoning Code and Sections 3.01, 3.03, 3.05 and 10.09
of the Town of Grafton Land Division Code.
1. ACTION – Chairman Bartel opened the public hearing at 7:03 PM.
2. Staff reviewed the ordinance; it creates cohesion with the Zoning Code and
applications.
3. No one wished to speak.
4. ACTION – Chairman Bartel closed the public hearing at 7:04 PM.
5. There are no additional costs to applicants or land owners associated with the
ordinance.
6. ACTION – Commissioner Ansay moved to approved Ordinance #2007-100,
seconded by Commissioner Stockwell. Motion passed unanimously.
C. T-Mobile – Lakeview Electronics – Conditional Use Permit Application by T-Mobile Central
to install a cellular tower at 1054 Pioneer Road, Tax Key #06-032-12-003.00, Raphael
Brunette – owner.
1. Building Inspector Fellenz explained the application is not for a new tower. This will
just be another antenna ray on the existing tower. Applicant would like to install
another cabinet at the base.
2. The ability to add antenna rays was a requirement of the Town Board when the
existing tower was erected.

3. ACTION – Chairman Bartel opened the public hearing at 7:08 PM.
4. No one wished to speak.
5. ACTION – Chairman Bartel closed the public hearing at 7:09 PM.
6. Applicant explained the antenna ray is being placed in the same location as a
previous ray that has been removed. Cabinet is also replacing previous cabinets.
7. Power failure back-up is battery powered.
8. ACTION – Commissioner Clapper moved to approve issuance of a conditional
use permit, seconded by Commissioner Butler. Motion passed unanimously.
VII. OLD BUSINESS
A. Robert Hoffmann – Discussion regarding status of Minor Land Division applications and
commercial site plan for Pleasant Valley Business Park.
1. Staff met with the applicant to clarify requirements of the CSM. Minor punch list
items remain.
2. Building Inspector Fellenz informed applicant before the meeting that state approved
plans are required.
3. Applicant asked what steps can be done to allow for quick action when the project
begins.
4. Applicant needs to record, in order, both CSMs and complete the punch list items.
5. First CSM will include the road dedication and creation of two lots. Second CSM will
be the creation of the two new lots.
6. Driveway requirements will be addressed as a part of the CSM.
7. Applicant will bring in a picture with color scheme for the buildings and/or building
material sample.
8. Landscaping site plan can be submitted after the start of construction but before
occupancy is granted.
9. No action is required.
VIII. NEW BUSINESS
A. None
IX. ADVISORY DISCUSSIONS
A. Hawks Hollow PUD – Mr. Marko Musich - Discussion regarding a Planned Unit
Development at 1398 River Bend Road, Tax Key #06-030-03-001.00.
1. Staff reported applicant originally was seeking a conservancy overlay district.
2. Applicant addressed the Commissioners to explain the reasoning and amenities
added as a result of the PUD.
3. Applicant understands working through a PUD will require a little patience and more
time and involvement from staff.
4. Road access should be defined before asking the board for approval.
B. Ozaukee Day Care- New Building Construction – Mr. Jim Lippe, Championship Builders,
Inc. Discussion regarding a Conditional Use Permit at 1197 Ulao Parkway, Tax Key #06-
020-04-002.00.
1. Engineer Lundeen verified the application is an allowed conditional use.
2. Mr. Jim Lippe presented preliminary concepts for the additional building.
3. The property is deeded to be used for some educational purpose.
4. Staff will review the land use plan to coordinate deed with zoning.
5. Preliminary architectural renderings were presented and discussed.

6. Commissioners suggested the future use of the existing building be reconsidered.
Applicant is interested in leasing out the building which conflicts with the Town’s
zoning.
7. Commissioners agreed the applicant is allowed to construct a new building based on
the existing zoning.
8. Applicant’s next step is to submit building plans to the Building Inspector, to file for
conditional use permit, and to submit site plans and landscaping plans.
9. Commissioner Ansay recommended applicant speaks with the surrounding
neighbors to communicate the construction process and landscaping plans.
X. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Letter was distributed from Mrs. Krielkamp about weeds.
B. La De Da has banners around property and a stage area. Staff will review conditional use
permit at the June 2007 meeting.

XI. TOWN STAFF UPDATES
A. Building Inspector – Family Farm Barn
1. Inspector reported the Family Farm barn is a permitted use but needs to have state
approved plan before the commencement of construction.
B. Town Planner
1. Review of all B-1 zoning districts in the Town of Grafton.
a. Staff reviewed design standard uses for the Town.
b. Further work will be evaluated due to budget constraints.
c. Discussion took place about possible standards.
d. Mr. Robert Hoffman weighed in his opinion from a developer’s standpoint.
e. Check list should be available to make each item very clear and self-
explanatory.
2. Town of Grafton Nuisance Ordinance.
a. Planner Schaefer explained to the meeting the current ordinance only
regulates unlicensed vehicles in the Town. The amended ordinance will
include a limit on the number of licensed, unlicensed, and abandoned vehicles
also.
b. No other surrounding municipality regulates licensed vehicles parked on a
public or private street.
c. The Commission determined there should be no new ordinance or
amendment.
C. Town Engineer – Presentation of PUD Application and PUD Checklist
1. Checklist was presented to the Commissioners.
XII. ANY MISCELLANEOUS ITEMS DEEMED PERTINENT BY LAW.
A. Road Tour
1. The collapsing house on Edgewater was evaluated by staff. It is definitely a safety
hazard.
2. Effort will be made to contact the owner to possible raze the building.
B. Well Sampling
1. Environmental Protection Agency will be conducting well sampling on May 4, 2007.
They will use the Town Hall as a staging area for sampling.

A. Action – Motion made by Commissioner Clapper to adjourn meeting. Seconded by several
Commissioners. Motion carried 6-0.
