I. CALL TO ORDER

III. ADOPTION OF AGENDA
A. ACTION – Commissioner Graff moved to approve the agenda, seconded by
Commissioner Tomter. Motion passed unanimously.
IV. REVIEW & APPROVE MINUTES
A. ACTION – Chairman Rauser moved to approve the minutes from the April 2007
meeting, seconded by Commissioner Wilkinson. Motion passed unanimously.
V. OLD BUSINESS
A. Presentation of the Draft Comprehensive Parks and Open Space Program.
1. Scientist Lennie discussed the draft CORP
2. Acknowledgements – update the commissioners by adding the new appointments.
3. ACTION – Commissioner Wilkinson moved to table the item until later in the meeting,
seconded by Commissioner Tomter. Motion passed unanimously.
New Business Item B was heard next.
4. Scientist Lennie gave an overview of the Impact Fee Study and discussed how the
calculated fee is determined.
5. Commissioner Wilkinson asked how the projected growth is determined. Scientist
Lennie received the growth projection from SERPAC’s research.
6. Commissioner Graff suggested the 5-10 acre limit be increased to provide an
opportunity to protect a larger area of open space.
7. There was discussion whether purchasing 100 acres could be attributed to new
development which is a requirement of the impact fee. The Town must be able to
prove the expenditure or project is a result of new development; or the money needs
to come from another source.
8. ACTION – Commissioner Graff moved to change the Impact Fee Study to
reflect the acreage for the neighborhood park from 5-10 acres to 5-30 acres,
seconded by Commissioner McLaughlin. Motion passed unanimously.
9. Scientist Lennie led a discussion on the second half of the COPR that has not been
previously discussed; starting on page 23.
10. ACTION - Commissioner Graff moved that the CORP include the acquisition of
100 acres of open space/natural space, seconded by Commissioner Tomter.
Motion passed unanimously.
11. ACTION – Commissioner Wilkinson moved to removed Old Business Item A
off the table, seconded by Commissioner Graff. Motion passed unanimously.

12. Scientist Lennie continued the discussion of the COPR document reviewing page by
page.
13. The Commissioners would like to create a wetland mitigation site in order to earn
more money for open space uses.
14. The Plan Commission meeting on June 6, 2007 will host the public hearing for the
Impact Fee Study and CORP.
15. Chairman Rauser would like to add Bonestroo’s name to signify their contribution on
the documents.
16. ACTION – Commissioner Graff moved to recommend approval of the CORP with the
discussed changes to the Plan Commission pending final approval by the Open
Space Commission, seconded by Commissioner Tomter. Motion passed
unanimously.
17. ACTION – Commissioner Graff moved to recommend approval of the Impact Fee
Study to the Plan Commission with the discussed changes and pending final
approval from the Open Space Commission, seconded by Commissioner Tomter.
Motion passed unanimously.
VI. NEW BUSINESS
A. Discussion regarding review of Open Space Donation and Site Fee accounts.
1. Item A was not discussed.
B. Ozaukee County Land Preservation Partnership Presentation
1. Presentation by Tim Kaul was an overview of the Partnership’s mission and
objectives.
2. The OCLPP has met with Ozaukee County Comprehensive Citizens Advisory
Committee and the Comprehensive Planning Board to incorporate in their
comprehensive plan a plan to preserve agri-business and natural areas.
3. The Partnership is in the process of hiring a coordinator for a year to year and a half
which will cost about $40,000.
4. The Partnership is requesting donations to help fund the cost and would like the
Open Space Commission to recommend to the Board of Supervisors that the Town
make a monetary donation.
5. Chairman Rauser supports the concept but feels a monetary contribution seems
premature.
6. Commissioner Tomter feels the Town is a preservation leader in the County and is
supportive of a financial contribution
7. The contribution could be financed through the Park and Open Space fund.
8. Tim Kaul, Shawn Graff, and Marjie Tomter all spoke about the productive role the
coordinator has had in Washington County.
9. ACTION – Chairman Rauser moved to recommend to the Board of Supervisors to
donate $1,000 from the Open Space fund to the Ozaukee County Land Preservation
Partnership to help fund a consultant/coordinator, seconded by Commissioner
Wilkinson. Motion passed 7-0. Shawn Graff and Marjie Tomter abstained.

C. Appointments to the Open Space Commission.
1. Completed in previous meetings.

A. ACTION – Commissioner Wilkinson moved to adjourn, seconded by Commissioner Graff.
Motion passed unanimously.
