May 24, 2010 Open Space Commission

TOWN OF GRAFTON
OPEN SPACE COMMISSION MEETING
May 24, 2010

I. CALL TO ORDER
A. Chairperson Rauser called the meeting to order at 7:00 P.M.
B. Present:
Chairperson Jon Rauser
Commissioner Marjie Tomter
Commissioner Steve Wilkinson
Commissioner Dorothy Boyer Commissioner Shawn Graff
Commissioner Don Korinek
Scientist Brian Lennie
Clerk Jessica Schmidt

1. Absent: Commissioner Mike Uihlein

II. ADOPTION OF AGENDA
1. ACTION-Commissioner Tomter moved to adopt the agenda, seconded by Commissioner Rauser, motion carried 6-0

III. REVIEW & APPROVE MINUTES FROM PREVIOUS MEETING
1. Commissioner Wilkinson clarified that item VIII (1) was a request for a presentation of the Land Use information from the STH 32/V workshops that have been held not just gathering of information.
2. ACTION-Commissioner Korinek moved to approve the minutes as amended, seconded by Commissioner Tomter, motion carried 6-0

IV. OLD BUSINESS
A. Multi-use trail update
1. Lakeshore Rd phase 2 Grant was applied for in May.
2. Phase 1 project design process will begin June 2010 and approval projected for August, construction projected for October.
3. Commissioner Korinek stated an article in the News Graphic stated that this trail is open to bicyclists. Scientist Lennie clarified that the article contained misinformation. The Multi-use trail is not intended for use by bicycles.
4. No action taken
B. Signage for North Canoe Launch
1. Town Chairman Bartel has provided the information to the Boy Scout troop but has not received any information back.
2. Non-motorized boat launch is due to be constructed in June, and be completed by July 1st.
3. The ribbon cutting ceremony/dedication is scheduled for Saturday, August 21, 2010.
4. No action taken

V. NEW BUSINESS
A. Duck Derby for ribbon cutting ceremony
1. Scientist Lennie provided information he obtained from the Waukesha Parks Department regarding sponsorship and permitting of the duck derby that was held.
2. Scientist Lennie will gather additional information and provide it in the near future.

VI. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
1. Commissioners discussed the News Graphic editorial article that appeared in the May 20, 2010 publication and the misinformation that was printed. The Town’s CORP is available on the Town’s website, and residents have been invited to attend open houses to discuss the trail. The trail is not a new project; it has been in use for many years in the Town. The grant is for construction of connecting segments of the trail.

VII. TOWN STAFF UPDATES
1. The following Open Space Commissioners are up for re-appointment in June: Jon Rauser, Marjie Tomter, Shawn Graff, Mike Uihlein, Steve Wilkinson, Dorothy Boyer
2. Terms are for 2 years ending June 1st
3. Scientist Lennie explained that the Pre-construction meeting was held for the non- motorized boat launch project. The Commission approved that the original contract with Bonestroo to cover grant, design, permitting, bidding, award of project, but doesn’t include construction administration.
4. ACTION-Commissioner Graff moved to approve expenditures not to exceed $5,000 to cover project administration by Bonestroo, seconded by Commissioner Wilkinson. Motion carried 6-0
5. Purchase additional horse signage and have installed.
6. Scientist Lennie has received the contact information for person in charge of the Drawing Dead parcel to discuss easement possibilities.
VIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
1. Clerk Schmidt will not be attending the Open Space meetings as she is moving. Scientist Lennie will record the meetings and take notes for Clerk Schmidt to type the minutes.
2. Chairman Rauser thanked Clerk Schmidt and Scientist Lennie for all of their hard work.
IX. ADJOURN
1. ACTION-Commissioner Korinek moved to adjourn , seconded by Commissioner Tomter, motion carried 6-0
