BOARD OF SUPERVISORS MEETING
Wednesday, May 13, 2009

I. CALL TO ORDER

II. ASSURANCE OF PROPER NOTICE
1. Action-Clerk Schmidt assured that the meeting was properly noticed
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. REVIEW AND ADOPT AGENDA
1. Action-Supervisor Rogers moved to adopt the agenda, seconded by Supervisor Schaefer. Motion carried 4-0
V. APPROVE MINUTES FROM PREVIOUS MEETING
1. Supervisor Schaefer pointed out 2 minor typographical errors, new business (G) seconded was misspelled, and under Town Staff updates, Clerk (3), property was misspelled
2. Action-Supervisor Schaefer moved to approve the minutes as amended, seconded by Supervisor Grabow.
VI. PUBLIC HEARINGS - OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:
A. Ordinance 2009-02 amendment to Town of Grafton code of ordinances, Section 7.7.5.07 Building Construction, Section 9.1.4.17 (a) Conditional Use Permits, Section 9.2.3.03 (d) Certified Survey Maps, Section 9.2.3.03(e)(1) Certified Survey Maps & Section 9.2.3.03(e)(2) Certified Survey Maps to include Sunset Clauses
1. Action-Chairman Bartel opened the public hearing at 7:10 pm
2. No one wished to speak
3. Action-Chairman Bartel closed the public hearing at 7:11 pm
4. Action-Supervisor Sykora moved to approve Ordinance 2009-02, seconded by Supervisor Rogers. Motion carried 5-0
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
1. 425 Lake Bluff Lane Michael Holloway stated that the condition of the road has deteriorated significantly, it has buckled severely, chunks are out and sitting on top of the road, it is dangerous at night and the children can not ride their bikes.
2. 1916 Ulao Parkway, Lisa Lecher distributed photos of a stump in the road that is causing the road to buckle. She would like to see the road redone as soon as possible.
3. Robert Tennies if the Town has received cost estimates for work to correct drainage issues at the intersection of Woodhaven and Green Bay Rd-The Town should have cosdts by the next Board meeting
4. 1415 Falls Rd- Claude Wollner would like to know if anything will be done on Falls Rd-Chairman Bartel explained that nothing is planned at this time
5. Kelly Berger 1517 Green Valley Rd stated that he was supposed to be on the agenda for this meeting. Chairman Bartel explained that this item would be placed on the agenda at the next Board meeting. Clerk Schmidt stated that discussions regarding his proposed temporary shelter for his vehicle needed to be discussed further before the Board makes a decision.

VIII. OLD BUSINESS
A. Update on Nuisance Violation –Paul Doblinger-1930 Edgewater Dr-tax key # 06-054-0040.000
1. Chairman Bartel and inspector Fellenz inspected the property and the nuisance has been abated.
B. Update on Nuisance Violation –Country Side Trailers-George Schalk, Jr.-1590 Port Washington Rd-tax key # 06-017-06-012.00
1. Action-Supervisor Grabow moved to issue a second letter of Violation, seconded by Supervisor Rogers. Motion carried 5-0
IX. NEW BUSINESS
A. Howard Manos, 1497 Green Valley Rd.-tax key # 05-055-05-02.000-invoice reduction request
1. Mr. Manos asked how this charge came about. Clerk Schmidt stated that the culvert was replaced when it was found by the County Highway Department to be collapsed and was causing the water to back up in the right-of-way.
2. Action-the Town will further investigate the charges.
B. Erosion Control Violation-Craig Kaminski-1948 N Green Bay Rd-tax key # 05-059-0014.000
1. Mr. Kaminski stated that he has repaire dhis silt fence.
2. The Town will send an erosion control inspector to the site to give a report at the next meeting.
C. Alleged Nuisance Violation-Dean Hoppe-701 Lakefield Rd-tax key # 06-033-06-006.00
1. Action-Supervisor Sykora moved to instruct the Clerk to issue a first Notice of Violation (first Notice of Violation since so much time has lapsed since the previous letter in May 2008), seconded by Supervisor Rogers. Motion carried 5-0
D. Approval of 2009 5-year Capital Improvement program
1. Years 3 and 4 will switch, putting Lake Bluff Lane in year 3, Indian Hill Dr in year 4 and in year 5 Lakefield Rd will be replaced with Ulao Pkwy.
2. Engineer Lundeen will develop a project prioritization for presentation at next month’s meeting.
3. Action-Supervisor Sykora moved to approve the 5-year CIP as amended, seconded by Supervisor Grabow. Motion carried 5-0
E. Approval of 2009 road construction projects for the 2009 road budget
1. Supervisor Grabow feels the 2008 projects that have not been addressed should be priority.
2. Supervisor Schaefer would like to see the striping done on Lakeshore Road this year, even if it is just the fog lines.
3. Action-Supervisor Grabow moved to table this item until the June 2009 meeting, seconded by Supervisor Schaefer. Motion carried 5-0
F. Minor Land Division-Town of Grafton/Earl Witte property-Green Bay Rd-tax key # 06-006-06-002.0
1. Action-Supervisor Sykora moved to approve the Minor Land Division as presented, seconded by Supervisor Schaefer. Motion carried 5-0
G. Quit Claim Deed-Town of Grafton/Earl Witte property-Green Bay Rd-tax key # 06-006-06-002.0
1. Action-Supervisor Sykora moved to approve the Quit Claim Deed, seconded by Supervisor Rogers. Motion carried 5-0
X. TOWN STAFF UPDATES
1. Planner Schaefer gave an update on STH 32/CTH V corridor-on April 28th the workgroup met with Kathleen Cady Schilling of Ozaukee County Economic Development Group. With Kathleen’s guidance, the group briefly analyzed the study area and discussed opportunities and markets that could be embraced by the area. A brief SWOT analysis will be performed as a next step. This will be provided to the workgroup prior to the next meeting. They hope to meet in June or early July.
XI. APPOINTMENTS OF COMMITTEES-NONE
XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. The server is on its last leg and will need to be replaced in the near future, projector and computers may need to be replaced.
2. EDGE recommended a no smoking ban in the Town and the Village. The state is discussing this item further.
B. Supervisors
1. Supervisor Grabow asked whent the salary review committee will be meeting. Chairman Bartel explained that this will be discussed at the annual meeting.
2. Supervisor Grabow asked for an update on the inspections for liquor license holders, this will be added to the next agenda to be further discussed.
3. Supervisor Schaefer suggested painting the fog lines on Lakeshore Rd. Staff will get cost estimates and present at the next meeting.
