BOARD OF SUPERVISORS MEETING
May 12, 2010 Minutes
I. CALL TO ORDER
1. Chairman Bartel called the meeting to order at 7:00 P.M.

II. ASSURANCE OF PROPER NOTICE
1. Town Clerk Jessica Schmidt assured the meeting that the Agenda was noticed properly
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
1. ACTION: Supervisor Grabow moved to accept Agenda, seconded by Supervisor Sykora. Motion carried 5-0
V. REVIEW & APPROVE MINUTES
1. Supervisor Schaefer clarified that he was not in attendance at the closed session and Supervisor Grabow pointed out a typographical error under: New Business (VIII) (E) (3)-the word item was spelled tem.
2. ACTION: Supervisor Grabow moved to accept the minutes of the April meeting as amended, seconded by Supervisor Schaefer. Motion carried 5-0
VI. PUBLIC HEARINGS
A. None
VII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. Jack Heisler of 862 Falls Rd invited the Supervisors to visit his property to view the debris pile, grass damage and flooding that has been taking place in his neighborhood. He requests a timeline of when the repairs are going to take place as well as what residents can do to help.
1. This item will be further addressed at the June meeting.
VIII. OLD BUSINESS
A. Update on Nuisance Violation-Dean Hoppe-701 Lakefield Rd-tax key # 06-033-06-006.00
1. Building Inspector Fellenz inspected the site and recommends proceeding with project closeout as the landowner has diligently been cleaning the building materials and has agreed to clean the remaining piles of building materials.
2. Action-Supervisor Sykora moved to instruct staff to proceed with project closeout procedures, seconded by Supervisor Schaefer. Motion carried 5-0
B. Presentation of potential revisions to Firearms Discharge Ordinance
1. No action taken
IX. NEW BUSINESS
A. Presentation of 2010 Pavement Maintenance Program and Approval of 2010 5-year Capital Improvement program
1. ACTION: Supervisor Rogers moved to approve the pavement maintenance program and 5-year CIP as presented, seconded by Supervisor Sykora. Motion carried 5-0
B. Confirmation of the 2010 Road Budget (projects)
1. ACTION: Supervisor Sykora moved to approve the 2010 road projects, seconded by Supervisor Schaefer. Motion carried 5-0
C. WisDOT Funding Application for STP-Urban funding on minor arterial or higher roads as classified by WisDOT
1. ACTION: No action taken
D. Schedule date for annual Road Tour
1. August 16, 18 or 19, 2010
E. Review of Annual Weed Inspection Protocol
1. ACTION: Supervisor moved to, seconded by Supervisor. Motion
F. Resident request to install speed limit sign and “watch children” sign on Hillcrest Rd
1. 25 MPH signs will be installed and public hearing will be held in July 2010.
2. The Board has decided not to install the “watch children” sign, but the residents do have the option to have the signs installed at their cost.
G. Request for change in pay structure for the Town of Grafton Plan Commission members
1. ACTION: Supervisor Grabow moved to approve the change in pay structure for Plan Commission members that attend the Town Board meetings to receive their per diem if a Plan Commission meeting is cancelled, seconded by Supervisor Schaefer. Motion carried 5-0
H. James LeBouf-1558 Elm Lane-tax key # 06-031-06-022.00-potential erosion control violation
1. Mr. LeBouf stated that he spoke with Building Inspector Fellenz about repairing his basement walls on March 9, 2010 and later about repairing his driveway, at which time he states the Building inspector told him that no permit was necessary.
2. Chairman Bartel explained that Mr. LeBouf received the stop work order and was told to obtain an erosion control permit and he failed to do so which is in violation of the Town’s code.
3. ACTION: Supervisor Rogers moved to extend a 7 day deadline (May 19, 2010) for the homeowner to post the required fees and escrow to obtain the erosion control permit and if the homeowner fails to post the required permit fees and escrow within that timeframe the Town will pursue legal action, seconded by Supervisor Sykora. Motion carried 5-0
I. MLG Waterstone request to start project closeout procedures
1. ACTION: Supervisor Sykora moved to instruct staff to proceed with project closeout procedures, seconded by Supervisor Grabow. Motion carried 5-0
X. TOWN STAFF UPDATES
1. Engineer Lundeen gave an update on the Falls Rd bypass Ln.
2. Engineer discussed the Green Valley Rd Drainage issue
3. Engineer Lundeen discussed the Cedar Creek Rd project
4. Planner Schaefer gave an update of the 5 new zoning districts that are being proposed along the STH 32/V corridor.
XI. APPOINTMENTS OF COMMITTEES
A. Appointment of Weed Commissioner
1. Action-Chairman Bartel appointed Kathy Brown as the Weed Inspector for a one year term.
