Official Minutes
I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.
B. Present:
Chairman Lester A. Bartel, Jr.
Supervisor Tom Sykora
Supervisor Paul Helms
Town Clerk Jessica Schmidt
Town Engineer Kristen Lundeen
Town Attorney Sara MacCarthy
Town Treasurer Janice Strachota
ABSENT: Supervisor Nancy Rogers, Supervisor Tom Grabow
II. ASSURANCE OF PROPER NOTICE
Town Clerk Jessica Schmidt assured the meeting that the Agenda was properly noticed
III. THE PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
A. ACTION: Supervisor Helms moved to accept Agenda, seconded by Supervisor
Sykora. Motion carried unanimously.
V. REVIEW & APPROVE MINUTES
A. ACTION: Supervisor Helms moved to approve the minutes of April 9, 2008 meeting,
seconded by Supervisor Sykora. Motion carried unanimously.
VI. PUBLIC HEARINGS
A. Town of Grafton Ordinance # 2008-111- Weight limit on East Sauk Road from CTH-W
east to the City of Port Washington limits
1. East Sauk Road jurisdiction is shared between the Town of Grafton and the Town of
Port Washington. Due to construction the Town of Port Washington has set weight
limits and asks the Town of Grafton to do the same.
2. ACTION – Chairman Bartel opened the public hearing at 7:10 pm.
3. No one wished to speak.
4. ACTION – Chairman Bartel closed the public hearing at 7:11 pm.
5. ACTION: Supervisor Helms moved to approve Ordinance #2008-111 setting a
weight limit on East Sauk Road from CTH-W east to the City of Port
Washington limits, seconded by Supervisor Sykora. Motion carried 3-0.
B. Town of Grafton Ordinance # 2008-112-Speed limit reduction on Edgewood Drive and
Hillside Ct. from 55 MPH to 25 MPH
1. ACTION – Chairman Bartel opened the public hearing at 7:12 pm.
2. Mr. Scott Orten, 1572 Indian Hill Road, asked if speed limit signs will be posted.
a. Yes, the County Highway Department will post signs upon receipt of the
approved ordinance.
3. ACTION – Chairman Bartel closed the public hearing at 7:13 pm.
4. ACTION: Supervisor Helms moved to approve Ordinance #2008-112 reducing
the speed limit on Edgewood Road and Hillside Court to 25 MPH, seconded by
Supervisor Sykora. Motion carried 3-0.

VII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. Resident request to repair potholes on Ulao PKWY between CTH-32 and CTH-C
a. County Highway Department will be notified.
VIII. OLD BUSINESS
A. Town of Grafton Ordinance # 2008-113- Approval and Adoption of the “Code of
Ordinances, Town of Grafton, Wisconsin”
1. Ordinance number should be Resolution #2008-07 to adopt the “Code of Ordinance,
Town of Grafton, Wisconsin”.
2. Town Attorney MacCarthy stated the Town has acted in accordance to Wis. State
Statutes as far as posting and making the code available.
a. Due to substantial changes, she recommends the final form be made
available for the next month.
b. In addition, the recommendation to approve the Resolution #2008-07, publish
the notice of the Resolution and re-notice the availability of the code.
c. Actual adoption will occur at the June 11, 2008 Board of Supervisor’s
meeting.
3. ACTION: Supervisor Sykora moved to adopt Resolution #2008-07, seconded
by Supervisor Helms. Motion carried 3-0.
B. Town of Grafton Resolution # 2008-07-Resolution to adopt the 2008 annual fee schedule
1. Resolution #2008-07 should be Resolution #2008-08
2. The Fee schedule should include a fee for administrative fee for subsequent
applications to cover costs of office staff.
3. Weed inspection fee of $25.00 will be removed from the code.
4. ACTION: Supervisor Helms moved to approve the fee schedule with the
following amendments: subsequent applications will include a $50.00 town
administration fee and removal of a weed inspection fee, seconded by
Supervisor Sykora. Motion carried 3-0.
C. Woodland Shores-Report on status of reparation plan as required for the extension of
opportunity to cure
1. Rich Weiland updated the Supervisors on the status of the Woodland Shores project.
2. ACTION: Supervisor Helms moved to grant an additional extension for the
Woodland Shores project until September 1, 2008 for the opportunity to cure,
seconded by Supervisor Sykora. Motion carried 3-0.
IX. NEW BUSINESS
A. Grafton Jaycees Donation request for July Holidaze Celebration
1. ACTION: Supervisor Helms moved to approve a $1,000.00 donation the
Holidaze Celebration, seconded by Supervisor Sykora. Motion carried.
X. TOWN ENGINEER UPDATE
A. Discussion and possible action concerning Town Engineering issues
1. Upon adoption of codification the final revision of the application forms and
requirement checklist will be completed.
2. Recommendation in 2009 to update the Design Standards.
3. The quarterly map update will be completed in late July or early August.
4. Pavement Maintenance Program will be discussed at the June 11, 2008 meeting.

XI. APPOINTMENTS OF COMMITTEES
A. Board of Appeals-renewal of appointments-Steve Wilkinson, Kim Viesselman for a 3 year
term
1. Tom Sykora will need to be replaced with an alternate.
2. ACTION: Supervisor Helms moved to appoint Steve Wilkinson and Kim
Viesselman for a 3 year term; July 1, 2008 to June 30, 2011, seconded by
Supervisor Sykora. Motion carried 3-0.
B. Open Space -renewal of appointments-Marjie Tomter, Steve Wilkinson, Mike Uihlein for a 2
year term
1. ACTION: Supervisor Helms moved to appoint Marjie Tomter, Steve Wilkinson
and Mike Uihlein to the Open Space Commission for 2 year terms; June 1, 2008
to May 31, 2010, seconded by Supervisor Sykora. Motion carried 3-0.
C. Joint City of Mequon and Town of Grafton JETZCO Committee- Appointment of
members
1. ACTION: Supervisor Helms moved to appoint Karron Stockwell, Bob Wolf,
and Mike Ansay to the joint City of Mequon and Town of Grafton JETZCO
committee, seconded by Supervisor Sykora. Motion carried 3-0.
XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. Due to the limited road budget there will not be major repairs, but more likely, a
clean-up of smaller road issues.
B. Supervisors
1. Arrowhead Road is collecting trash such as tires and garbage.
C. Clerk
1. Treasurer’s report presented
D. Presentation of Invoices
XIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW

XIV. CONVENE INTO CLOSED SESSION – PURSUANT TO SECTION §19.85(1) (G), WIS. STATS, TO
CONFER WITH THE TOWN’S LEGAL COUNSEL REGARDING LEGAL STRATEGY TO BE CONSIDERED BY THE
TOWN BOARD REGARDING POTENTIAL LITIGATION CONCERNING THE CITY OF MEQUON LAWSUIT.
A. ACTION - Motion was made by Supervisor Helms to adjourn into closed session;
seconded by Supervisor Sykora. Motion carried:

XV. RETURN TO OPEN SESSION – PURSUANT TO WIS. STATS. §19.85 (2) FOR ADDITIONAL DISCUSSION,
EVALUATION, AND PREPARATION OF LEGAL ACTION REGARDING THE CITY OF MEQUON LAWSUIT.
A. ACTION – Supervisor Helms moved to reconvene into open session, seconded by
Supervisor Rogers. Motion carried unanimously.

A. Action – Motion made by Supervisor Helms to adjourn, seconded by Supervisor
Sykora. Motion carried 3-0.
