BOARD OF SUPERVISORS MEETING
Wednesday, March 11, 2009 7:00 PM
I. CALL TO ORDER

II. ASSURANCE OF PROPER NOTICE
1. Action- Clerk Schmidt assured that the meeting was properly noticed
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. REVIEW AND ADOPT AGENDA
1. Action-Supervisor Grabow moved to adopt the agenda, seconded by Supervisor Sykora. Motion carried 5-0
V. APPROVE MINUTES FROM JANUARY AND FEBRUARY MEETINGS
1. Action-Supervisor Grabow moved to approve the minutes from the January and February minutes, seconded by Supervisor Helms-Motion carried 5-0
VI. PUBLIC HEARINGS - OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:
A. Resolution 2009-01-Town of Grafton Fiscal Year 2009 Annual Fee Schedule-Discussion and possible action
1. Action-Chairman Bartel opened the public hearing at 7:09 pm.
2. No one wished to speak
3. Action-Chairman Bartel closed the public hearing at 7:10 pm.
4. Clerk Schmidt requested 3 revisions to the plumbing permit fees: an increase in the base permit fee from $40 to $50, an increase in the inside sewer fee from $10 to $20 and an increase in the per fixture fee from $6 to $8.
5. Action- Supervisor Ssykora moved to approve the fee increases as presented and adopt Resolution 2009-01, seconded by Supervisor Helms. Motion carried 5-0
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
1. Jim Grissom thanks the Board for their continued cooperation on the drainage issues in their neighborhood. Once reparation plans are available, he would like to review them.
VIII. OLD BUSINESS
A. Update on Alleged Nuisance Violation –Paul Doblinger-1930 Edgewater Dr-tax key # 06-054-0040.000
1. Mr. Doblinger stated that due to the inclement weather he has not been able to move the trailer. He hopes to have the resources to move the trailer by next month.
2. Action-Supervisor Helms moved to direct staff to issue the final letter before taking legal action, seconded by Supervisor Grabow.- Motion carried 5-0
B. Update on Nuisance Violation –Country Side Trailers-George Schalk, Jr.-1590 Port Washington Rd-tax key # 06-017-06-012.00
1. Clerk Schmidt read a letter from the property manager, Jim Weiland.
2. Supervisor Grabow will talk with Mr. Weiland and update the Board at the next meeting.
C. Flood Response Policy
1. Action-Supervisor Grabow moved to adopt the policy, seconded by Supervisor Rogers. Motion carried 5-0.
IX. NEW BUSINESS
A. Request for Letter of Credit Reduction-Marko Musich-Family Farm Business Park
1. MR. Musich is requesting a reduction from $160,000 to $40,000 since the stormwater facilities are complete, the aggregate base has been installed and passed a proof roll and a notice of termination was issued for
2. Action-Supervisor Helms moved to approve the Letter of credit from $160,000 to $40,000, seconded by Supervisor Sykora. Motion carried 5-0.
B. Proposed Sunset Clause Revisions
1. No action taken.
C. Open Space Commission request for amendment to the Budget for the Northern Canoe Launch CSM and Wetland Delineation
1. No action taken
D. Open Space Commission request for Grant Application for Multi use trail
1. No action taken
X. TOWN ENGINEER UPDATE
1. Lakeshore Rd bid opening is tomorrow at 10:00 am, and a special board meeting will be held next week Wednesday.
2. The road tour is set for April 20, 2009.
3. The pavement maintenance program will be available for review in April.
4. NR 216 annual report requires an education and outreach plan and will be presented for review and possible action.
5. Elizabeth Meimeitz will be moving to Madison, the Town Board wishes her luck and would like to thank her for her services.
XI. APPOINTMENTS OF COMMITTEES
A. Larry Tutewohl-Plan Commissioner to fill seat of Robert Clapper, term expiring June 30, 2010
1. Action-Supervisor Rogers moved to appoint Larry Tutewohl as a Plan Commission member with a term expiring June 30, 2010, Seconded by Supervisor Helms. Motion carried 5-0.

2. Mayfair Subdivision vandalism to Signs cost around $800 to repair.
3. Internet services ordered for Town Hall through AT&T.

1. Action-Supervisor Helms moved to adjourn, seconded by Supervisor Sykora. Motion carried.
