BOARD OF SUPERVISORS MEETING
June 9, 2010 Minutes
I. CALL TO ORDER
1. Chairman Bartel called the meeting to order at 7:00 P.M.
2. Present:
Tom Sykora, Acting Chairperson until 8:06 pm Chairman Lester A. Bartel, Jr. arrived at 8:06 pm

II. ASSURANCE OF PROPER NOTICE
1. Town Clerk Jessica Schmidt assured the meeting was noticed properly
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
1. ACTION: Supervisor Grabow moved to accept the Agenda, seconded by Supervisor Schaefer. Motion carried 4-0
V. REVIEW & APPROVE MINUTES
1. ACTION: Supervisor Grabow moved to accept the minutes of the May 12, 2010 meeting, seconded by Supervisor Schaefer. Motion carried 4-0
VI. PUBLIC HEARINGS
A. Ordinance 2010-01 Amendment to the Town of Grafton Comprehensive Plan: 2035
1. Action-Chairman Sykora opened the public hearing at 7:04 pm
2. No one wished to speak
3. Action-Chairman Sykora closed the public hearing at 7:05 pm
4. Action-Supervisor Schaefer moved to approve Ordinance 2010-01, seconded by Supervisor Rogers. Motion carried 4-0
B. Ordinance 2010-2 an ordinance amending the Code of Grafton Title 6 Chapter 5 Firearms Discharge Ordinance
1. Action-Chairman Sykora opened the public hearing at 7: 08 pm
2. Supervisor Grabow stated that this is a nice clarification in the code
3. Action-Chairman Sykora closed the public hearing at 7: 08 pm
4. Action-Supervisor Rogers moved to approve Ordinance 2010-2, seconded by Supervisor Schaefer. Motion carried 4-0
VII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. Jack Heisler of 862 Falls Rd asked for an update of the drainage issues on his property and other areas of the Town.
B. Clerk Schmidt stated that she received a resident concern of tall grass at the residence located at 693 Lakeshore Rd.
C. Supervisor Grabow volunteered to mow the grass if the resident is willing to allow him to.
VIII. OLD BUSINESS
A. Rich Wieland-Woodland Shores-presentation of plan of reparation
1. Mr. Wieland stated that he is taking full responsibility for this development is will have a plan for the next meeting.
2. Action-Supervisor Rogers moved to table this item until the July 2010 meeting, Seconded by Supervisor Grabow. Motion carried 4-0
B. Update on Nuisance Violation-Steven Smith-1831 HWY W-tax key# 06-007-13-005.00
1. Supervisor Grabow has performed two inspections and each time he has met with Terry Smith who asked Supervisor Grabow to leave and “let the lawyers handle it”.
2. During his latest inspection, Supervisor Grabow noted that the only items from the list that have been addressed is removing car bodies but the engines and parts are still in place. None of the other items have been addressed, additional items have been moved to line a driveway or placed behind the building but remain unsheltered.
3. Supervisor Grabow also noted that the drainage ditch in the back is still open. A large berm is placed in front of the property. There are no permits taken out at this time.
4. Clerk Schmidt requested the Smith’s offer a little flexibility when scheduling the inspections as Mr. Smith only offered one time in the evening for inspection. This makes it difficult to inspect the site and to take photographs.
5. Action-Supervisor Grabow moved to table this item for 30 days to allow for the Building inspector to perform a final inspection, have staff review the berm and exposed drainage issue, seconded by Supervisor Rogers. Motion carried 4-0
C. Green Valley Rd drainage options
1. Chairman Bartel took his seat at 8:06 pm
2. The Board has determined the following issues will be addressed in 2010: Green Valley Rd drainage issue, Edgewater drainage issue (obtain easement, determine a value for easement) and engineering only for the Falls Rd drainage project
3. No action taken
D. Road Budget Update – potential revision to road budget distribution due to budget overage for cracksealing
1. Action-Supervisor Grabow moved to transfer remaining funds from the striping budget after Lakeshore Rd and Cheyenne Fox Lane and Falls Rd are be striped this year, seconded by Supervisor Sykora. Motion carried 5-0

7. Action-Supervisor Sykora moved to approve all of the licenses as presented, seconded by Supervisor Schaefer. Motion carried 5-0
B. Application for Temporary Class “B” Retailers License (Picnic License)-St. John’s Lutheran Church-1193 Lakefield Rd
1. ACTION: Supervisor Grabow moved to approve the picnic license, seconded by Supervisor Sykora. Motion carried 5-0
C. Renewal/extension of Manchester Pond Jetting agreement with the Village of Grafton
1. ACTION: Supervisor Sykora moved to approve the agreement for 3 years, seconded by Supervisor Rogers. Motion carried 5-0
D. Installation of 2 horse trail signs as part of the grant approval for the Multi-use trail
1. ACTION: Supervisor Sykora moved to recommend Ozaukee County approve installation of the new signs, seconded by Supervisor Scheafer. Motion carried 5-0
E. Rural Mutual Insurance Policy updates
1. Chairman Bartel instructed staff to contact the Insurance Company to adjust the coverage for personal property to $25,000.
X. TOWN STAFF UPDATES
1. Engineer
a. The Town has received a letter from the DNR approving the grant for the Multi-use trail project.
b. The canoe launch project is almost complete
c. The Village of Grafton Cedar Creek Rd project will be bid out. The Town’s portion will be included in the bid package.
2. Planner
a. STH 32 will be up for final adoption in August at the Plan Commission.
3. Legal
a. Case Law update on Non-conforming use in the City of Oshkosh.
XI. APPOINTMENTS OF COMMITTEES
A. Plan Commission Members for a 3 year term expiring April 30, 2013:
• Mike Ansay
1. Chairman Bartel stated Mr. Ansay will no longer continue on the Plan Commission.
2. Chairman Bartel suggested nominated Jack Heisler to fill the position.
3. ACTION: Supervisor Sykora moved to appoint Jack Heisler to the Plan Commission, seconded by Supervisor Rogers. Motion carried 5-0
B. Open Space Commission for a 2 year term expiring June 1, 2012:
• Jon Rauser
• Marjie Tomter
• Shawn Graff
• Mike Uihlein
• Steve Wilkinson
1. Chairman Bartel explained that Jon Rauser will no longer continue on the Commission.
2. ACTION: Supervisor Rogers moved to approve Marjie Tomter, Shawn Graff, Mike Uihlein, and Steve Wilkinson for a 2 year term, seconded by Supervisor Sykora. Motion carried 5-0
3. Action-Chairman Bartel moved to appoint Marjie Tomter Chairperson of the Open Space Commission, seconded by Supervisor Schaefer. Motion carried 5-0
C. Board of Appeals for a 2 year term expiring May 1, 2012:
• Tom Sykora
• John Strachota, alternate
1. ACTION: Chairman Bartel moved to, seconded by Supervisor Grabow. Motion carried 4-0, with Tom Sykora dissenting
XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. Effective next week Town Hall will be closing at Noon on Fridays.
B. Supervisors
1. Supervisor Rogers directed staff to contact the Village of Grafton to spray the thistles on the Tillman property South of Pleasant Valley.
2. Supervisor Grabow suggested the Town schedule several brush collection days next year and also add to the budget for next year. Chairman Bartel also mentioned to the Village to establish non-resident fees. This may be discussed at a future date.
3. Supervisor Schaefer asked when the Town’s weed inspections be done.
4. Supervisor Grabow inspected the Dennis Kratz property at 1920 Ulao Parkway did build the accessory structure and is working on the roof. All of the lumber and clutter that was on the violation list has been removed.
5. Road Tour date is scheduled for August 16, 2010.
C. Clerk
1. Presented weed inspection policy and procedure.
2. Presented the Building Inspector’s report and the project closeout letter on the Hoppe property at 701 Lakefield.
3. Effective next week, Clerk Schmidt will start a new office schedule, working remotely on Mondays, Tuesdays, and Fridays and will be in the office on Wednesdays and Thursdays.

1. Action – Motion made by Supervisor Schaefer to adjourn, Seconded by Supervisor Sykora. Motion carried 5-0
