I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.

II. ASSURANCE OF PROPER NOTICE
A. Town Clerk Wendy Weeks assured that the Agenda was properly noticed.
III. ADOPTION OF AGENDA
A. Chairman Bartel suggested that Item B of New Business be moved to Item B of Advisory
Discussions.
B. ACTION: Commissioner Clapper moved to move Item B of New Business to Item B
of Advisory Discussions. Seconded by Commissioner Sperber. Motion carried
unanimously.
IV. REVIEW AND APPROVE PREVIOUS MINUTES
A. ACTION: Commissioner Clapper moved to accept minutes of the May, 2006 meeting,
seconded by Commissioner Wolf. Motion carried unanimously.
V. PUBLIC HEARINGS- THE PLANNING COMMISSION OF THE TOWN OF GRAFTON, OZAUKEE COUNTY,
WISCONSIN, WILL HOLD PUBLIC HEARING FOR DISCUSSION AND POSSIBLE ACTION DURING ITS REGULAR
MEETING ON JUNE 7, 2006, AT 7:00 PM AT THE TOWN HALL, 1230 11TH AVENUE, GRAFTON, WI AT THAT
TIME OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:
A. Cornerstone Church-Tom Bartlein – A Conditonal Use Permit Applicatons for Cornerstone
Church to build a church at Tax Key #06-029-06-004.00, Southeast corner of Port
Washington Road and Falls Road.
1. Chairman Bartel opened the Public Hearing at 7:05. No one spoke for or against the
permit.
2. Public Hearing closed at 7:06 pm.
3. Town Engineer, Kevin Kimmes, noted the parcel where conditional use application is
being made is located at corners of Port Washington (Hwy W) and Falls Road, parcel
goes all the way over to Interstate 43. Layout was presented. Access is coming off
of Falls Road, one lane coming in and width of 2 lanes going out. Parking is
surrounding the building, with circular movement. Movement was found very good
by staff. There is an navigable stream on the property and or wetlands. Please note
that the future parking space allotted for would have to cross the stream or wetlands.
The existing zoning today is A-2, the land use plan calls for it to be R-3. Application
meets the zoning requirements, does meet the parking requirements. Capacity of
400 is required to have 80 parking stalls and they are installing 121. Also does meet
loading requirements and driveway requirements, only thing missing is more detail on
plans for signing, pavement marking, curb and gutters are going to go. Also we have
asked to see design accelerations/decelerations on Falls Road, asking for same

standards as required by the county. Our minor architectural comments would be to
be more acceptable and blend a little more with nature of surrounding properties.
Have not yet met conditions of stormwater management plan, but feel they can with
some minor adjustments. Staff recommends approval with conditions. Conditions
are applicants must apply for soil erosion permit, must get notice of intent from DNR
prior to construction, the plans should show traffic signing and pavement markings,
details for median entrance to include proper drainage, entrance design similar to
Ozaukee County access, entrance drawings to include how drainage will be routed
around new accelerations/decelerations lanes, revisions to Stormwater management
plan as outlined in report, consider replacing the concrete block with face brick for
less institutional appearance, sample of finished scheme for exterior materials to be
review by architect, prior to any building permit being issued they will have to receive
prior approval from staff with conditional use permit, contingent on all fees being paid.
4. ACTION: Commissioner Clapper moved to instruct the building inspector to
issue a conditional use permit based upon the fact that the recommendation
by staff are meet; all punch list items, staff recommendation and fees paid.
Seconded by Commissioner Wolff. Motion carried unanimously.
VI. NEW BUSINESS
A. Presentation given to Commission by Mr. Brad Steinke, Vice President, Concord
Development in regards to Planned Unit Developments. No Action.
B. Town Engineer, Kevin Kimmes, held open forum discussion on Wisconsin Act 477 – Impact
Fees. Act 477 was recently passed, reducing the ability to use impact fees on many of
use’s. No Action.
VII. ADVISORY DISCUSSIONS
A. Chairman Bartel opened discussion on Minor Land Division of Wayne Denow at Tax Key
#05-001-05-005.00, 1807 Cedar Sauk Road
B. Town Engineer, Kevin Kimmes gave his report for advisory. Parcel is located on south side
of Cedar Sauk Road, northern boundary of Town of Grafton. Applicant is proposing to
divide 2.5 acres off an existing 23.8 acres parcel. There would be many items to be
considered before approving this division, such as shared drive, a wetland area, high
tension wires, and safe water from a well.
C. Chairman Bartel opened discussion regarding conceptual presentation for an outdoor
billboard presented by Clear Channel Outdoor – Mr. Dave Jasenski. Bill Tackes from
Ozaukee County because there is some involvement with Ozaukee County in the issue as a
whole.
1. Mr. Dave Jasenski reported on Clear Channel Outdoor’s request for billboard at
corner of Ulao Parkway and Hwy W. Clear Channel has high demands for
billboards, north of Milwaukee County. This location is one of two allowed federally
along Grafton interstate corridor. However, Clear Channel is aware this location is
against Town of Grafton zoning code does not allow billboards. Mr. Jasenski
presented a picture of enhanced structures and stated that this could save Ozaukee
County $40,000 by satisfying Clear Channel with a site.
VIII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Commissioner Stockwell brought up problem of business putting up temporary signs in
town, there are many who are in violation of our ordinance. Our ordinance states that you
must apply for a permit for signage and we will issue one. Bill Tackes mentioned that
Ozaukee County does have a sticker they put on Cars, Signs, etc that are in right of ways.

B. Commissioner Stockwell also brought up being at Annual Chamber Dinner and never once
was Town of Grafton recognized or mentioned.
C. Craig Butler mentioned that his Chairmanship for Board of Appeals was up in May.
IX. TOWN STAFF UPDATES
A. Presentation given and discussion lead by Town Planner Jamie Rybarazyk regarding Issues
and Opportunities Element draft of the Smart Growth Comprehensive Plan. Plan is to have
this in place by December 2007, finishing this in time to meet Ozaukee County deadline.
This will be presented at staff meeting this month and a special meeting of Plan Commission
will be planned for July.
B. Town Building Inspector stated he has an application for a garage on Marak Drive. Owner
is upset because the garage will be less than 500 ft set back from freeway, and will require a
conditional use permit, with fees depending on which side they put the garage. Their
proposal is for 77 ft. from freeway fence. The fee is for $400.00 for conditional use and
$750.00 escrow which they should get back once permit is issued. Also put on staff meeting
agenda to see what could be done.
C. Town Engineer Kimmes presented an update. Woodland Shores developer was sent letter
about their road, that is failing. Final plat approval was granted for Fox Heights subdivision.
Waterstone draft construction plans have been received and are being reviewed, also
received application for installing gas mains throughout the project. This will be granted
once final construction plan has been approved. Ulao Settlement restoration of ditch is still
not to a liking, it is not draining. Ozaukee County is being hired with remaining letter of credit
to fix it.
X. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW.
A. Chairman Bartel updated the Commission that Open Space Committee had a very
productive meeting.
XI. ADJOURN
A. ACTION – Motion made by Commissioner Sperber to adjourn meeting. Seconded by
Commissioner Clapper. Motion carried 6-0.
