IV. REVIEW & APPROVE MINUTES
A. Minutes from the May 29, 2007 meeting will be approved at the July 30, 2007 meeting.
V. OLD BUSINESS
A. Comprehensive Park and Open Space Program and Impact Fee Study.
1. Scientist Lennie reviewed for the meeting the time line for the CORP and Impact Fee
Study. The project is on time although the added discussion between the boards
may delay the project and add expenses to the contract.
2. At the May 29, 2007 the CORP was approved with the addition of the acquisition of
the property for the multi-use trail, acquisition of 100 acres of open space, and
increase in size of the proposed neighborhood park to 5-30 acres. The cost
ramification is significant due to the cost of acquisition; the impact fee would increase
from $1436 to $3381.
3. The COPR was sent to the Village of Grafton’s planner Mr. Mike Rambusek for
comments. There has been no response yet.
4. The impact fee is only based on residential lots not commercial.
5. The state of Wisconsin indemnifies property owners/municipalities of recreation
properties for liabilities.
6. Open Space Commissioners felt they did not want to cut back the items in the CORP
in order to reduce the impact fee.
7. Chairman Rauser is concerned with the maintenance and liability issues that may
arise and would consider cutting back elements.
8. ACTION - Commissioner Wilkinson moved to reconsider the prior
recommended approval of the CORP and Impact Fee, seconded by Chairman
Rauser. Motion passed 4-2, Commissioner Tomter and Commissioner Boyer
dissenting.
9. ACTION – Commissioner Wilkinson moved to reduce the neighborhood park
size back to 5-10 acres, seconded by Chairman Rauser. Motion passed 5-1,
Commissioner Tomter dissenting.
10. ACTION – Commissioner Tomter moved to recommend to the Plan
Commission to recommend adoption of the CORP and Impact Fee Study with
Town of Grafton Open Space Commission for June 25, 2007 Page 2 of 2

the revision to reduce the neighborhood park to 5-10 acres to the Board of
Supervisors, seconded by Commissioner Uihlein.
11. Supervisor Tim Kaul suggested the Open Space Commission consider alternatives
to acquire land than relying on the impact fee to pay for it.
12. Plan Commissioner Stockwell and Wolf, and Supervisor Helms feel the impact fee is
too high and would like to have more discussion on ways to decrease the cost for
residents.
13. Supervisor Rogers added the Town is considering adding an impact fee for road
improvements and the combined costs could detract from the town’s desirability.
14. Engineer Lundeen reported the Town is considering impact fees for roads, erosion
control, and stormwater management issues.
15. ACTION – Motion passed unanimously.
16. Commissioner Wilkinson would like to Plan Commission and Board of Supervisors to
understand the importance the Open Space Commission has placed on the multi-
use trail when making any decisions.
VI. NEW BUSINESS
A. Next meeting date will be July 30, 2007 instead of the fourth Monday, July 23rd.

A. ACTION – Motion to adjourn made by Commissioner Wilkinson, seconded by
Commissioner Tomter. Motion passed unanimously.
