I. CALL TO ORDER

II. ASSURANCE OF PROPER NOTICE
1. Action-Clerk Schmidt verified the meeting was properly noticed
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. REVIEW AND ADOPT AGENDA
1. Action-Chairman Bartel moved to move item A under New Business (Resolution 2009-02) to be heard after approval of the minutes and to approve the agenda as amended, seconded by Supervisor Rogers. Motion carried 5-0
V. APPROVE MINUTES FROM PREVIOUS MEETING
1. Action-Supervisor Sykora moved to approve the minutes with typographical errors corrected, seconded by Supervisor Grabow. Motion carried 5-0
A. Resolution # 2009-02 Commending Boy Scout troop 839 for their dedication for helping the community prepare sandbags to prevent flooding
1. Action- Chairman Bartel moved to adopt the resolution, seconded by Supervisor Grabow. Motion carried 5-0
VI. PUBLIC HEARINGS - OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:
A. Ordinance 2009-03 to amend the fee schedule and Town of Grafton Code Section 4.6.4.01 to reduce the snow and Ice Removal Penalty
B. No action taken
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. Letter from Dan Linden to building inspector
1. Action-No Action taken
B. Bob Blasing-Handed out pictures of road damage to Stonecroft and he wanted to know how the Town pays the County for the work they perform, by tonnage, time, and materials basis. He also volunteered fill from his parking lot to help fill patching work on Town roads.
C. Engineer Lundeen explained that the Town pays the County by man-hours, machine hours, time, and materials. Asphalt is paid for by the ton.
D. Residents from Ulao Pakrway and Lake Bluff Lane asked if the Town was going to repair their roads this year. Engineer Lundeen explained that the Town will install paver patch on their roads in 2009.

VIII. OLD BUSINESS
A. Final payment to Stark Asphalt for Lakeshore Rd Project
1. Action-Supervisor Sykora moved to approve final payment to Stark Asphalt in the amount of $174,017.18, seconded by supervisor Rogers. Motion carried 5-0
B. Approval of 2009 road construction projects for the 2009 road budget
1. Action-Supervisor Grabow moved to approve the road projects and not paving the fog lines on Lakeshore Rd from Ulao Rd. to Falls (the portion due to be painted in 2010), seconded by Supervisor Sykora. Motion carried 5-0
C. Howard Manos, 1497 Green Valley Rd.-tax key # 05-055-05-02.000-invoice reduction request
1. Action-Supervisor Sykora moved to table this item until the July meeting, seconded by Supervisor Schaeffer. Motion carried 5-0
D. Update on possible Nuisance Violation- Kelly Berger-1517 Green Valley Rd.-tax key # 05-05501-13.000
1. Action-Supervisor Grabow moved to table the item for 60 days to come into compliance, seconded by Supervisor Rogers. Motion carried 5-0
E. Update on Possible Code Violation complaint-Craig Kaminski-1948 N. Green Bay Rd-tax key # 05-059-0014.000
1. Engineer Lundeen explained that this site complies with the Town’s code and there is no violation.
2. Action-No action taken, file is closed
F. Update on Nuisance Violation-Dean Hoppe-701 Lakefield Rd-tax key # 06-033-06-006.00
1. Mr. Hoppe stated that he is working with a demolition company to take care of the delapidated cottages. He has already cleaned up the freestanding garbage.
2. Action-Chairman Bartel moved to grant the land owner 60 days to come into compliance, seconded by Supervisor Grabow. Motion carried 5-0
G. Update on possible Garbage burning in fireplace-Norman Petersen-1542 Gloria Ln-tax key # 05-055-02-07.000
1. Mr. Petersen stated that he was burning cardboard boxes in early May and kiln dried hard woods.
2. The Town has not received any complaints since early May and there is no evidence that there was any violation to any Town code.
3. Action-No action taken
IX. NEW BUSINESS
A. Liquor License Renewals -

7. Action-Supervisor Sykora moved to approve the liquor licenses and operators licenses, seconded by Supervisor Schaefer. Motion carried 5-0
B. Annual inspections of Liquor License establishments in the Town
1. Action-Supervisor Grabow moved to table this item until the July meeting, seconded by Supervisor Sykora. Motion carried 5-0
C. Discussion of possible changes to the Zoning Code regarding Nuisance Violations
1. Action-Supervisor Grabow moved to table this item until the July meeting, seconded by Supervisor Schaefer. Motion carried 5-0
D. OSC recommendation to release funding from the Open Space fund to secure the Earl Witte property
1. Chairman Bartel explained that the Town is still negotiating this item with Mr. Witte.
2. Action-Supervisor Grabow moved to table this item until the July meeting, seconded by Supervisor Sykora. Motion carried 5-0
E. Update on Nuisance Violation –Country Side Trailers-George Schalk, Jr.-1590 Port Washington Rd-tax key # 06-017-06-012.00
1. Supervisor Grabow inspected the site and stated that about 90% of the site has been cleaned up and it has been nicely done.
2. Action-No action taken, this item will be discussed at the July meeting
F. Possible Nuisance Violation -Dennis Kratz -1920 Ulao Parkway- tax key # 06-009-09-005.00
1. Action-Chairman Bartel moved to instruct the Clerk to issue the first notice of violation letter, seconded by Supervisor Grabow. Motion carried 5-0
G. Review of Financial Institutions/Depositories that are being used for Town Accounts
1. Foundations Bank, Cornerstone Bank, Harris Bank, Bank Mutual, Port Washington State Bank, State of Wisconsin
2. Action-Supervisor Rogers moved to approve the Financial Institutions/Depositories as presented, seconded by Supervisor Sykora. Motion carried 5-0
H. Request from Town of Port Washington to evaluate speed limit on Town’s portion of East Sauk Rd
1. Engineer Lundeen stated that there should be findings of fact listed on the speed limit reduction.
2. Action-Chairman Bartel moved to table until the July meeting, seconded by Supervisor Sykora. Motion carried 5-0
X. TOWN STAFF UPDATES
1. Engineer Lundeen included the 5-year CIP for review.
2. Planner Schaefer sent out the SWOT analysis for the CTH 32/V corridoor, a tentative workshop has been scheduled for July 28, 2009 at 1:30 pm.
3. Engineer Lundeen is continuing to work on plans for the Woodhaven drainage issues, different options will need to be looked at to be able to perform the directional boring as originally planned

1. Action- Supervisor Sykora moved to approve all the appointments as presented, seconded by Supervisor Sykora. Motion carried 5-0

1. Treasurer’s Report/Budget Update have been included in the packets
2. Fish & Wildlife payment has been received and is about $400 less than what we budgeted
3. Summer hours Monday Tuesday Thursday and Friday 8:00 am – 2:00 pm, Wednesday 8:00 am-4:00 pm will start Monday June 15, 2009
