I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:08 P.M.
B. Present:

II. ASSURANCE OF PROPER NOTICE
Town Clerk Jessica Schmidt assured the meeting that the Agenda was properly noticed
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
A. ACTION: Supervisor Sykora moved to adopt the Agenda, seconded by Supervisor
Grabow. Motion carried unanimously.
V. REVIEW & APPROVE MINUTES
A. ACTION: Supervisor Grabow moved to approve the minutes of the June 2008
meeting, seconded by Supervisor Sykora. Motion carried unanimously.
VI. PUBLIC HEARINGS
A. NONE
VII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. Steve Kraier updated the Board on the residents not willing to contribute funds to install a
swale. The Board reiterated that the Town would pay 50% of the estimate by Hilgart and
Sons for construction costs for a swale and that the other 50% would need to be paid by the
residents in that area, whether it be all of the residents or Mr. Kraier alone funding the
project.
VIII. OLD BUSINESS
A. Amendment to Development Agreements to extend the timeline for installation of public
improvements:
1. Resolution #2008-11 – Amending the “Subdivision Development Agreement” for the
Split Rail Court
a. ACTION: Supervisor Helms moved to amend the developer’s
agreement as presented, seconded by Supervisor Rogers. Motion
carried unanimously.
2. Resolution #2008-12 – Amending the “Subdivision Development Agreement” for the
Blank’s Crossing Subdivision
a. ACTION: Supervisor Grabow moved to amend the developer’s
agreement as presented, seconded by Supervisor Sykora. Motion
carried unanimously.
3. Resolution #2008-13 – Amending the “Subdivision Development Agreement” for the
Pioneer Preserve Subdivision

a. ACTION: Supervisor Rogers moved to amend the developer’s
agreement as presented, seconded by Supervisor Sykora. Motion
carried unanimously.
4. Resolution #2008-14 – Amending the “Subdivision Development Agreement” for the
Woodland Shores Subdivision
a. ACTION: Supervisor Sykora moved to amend the developer’s
agreement as presented, seconded by Supervisor Grabow. Motion
carried unanimously.
5. Resolution #2008-16 – Amending the “Subdivision Development Agreement” for the
Country View Subdivision
a. ACTION: Supervisor Rogers moved to amend the developer’s
agreement as presented, seconded by Supervisor Sykora. Motion
carried unanimously.
B. Annual Renewal of Businessowner and Worker’s Compensation Insurance policies
for Town of Grafton
a. ACTION: Supervisor Helms moved to renew our annual contract with
Rural Mutual seconded by Supervisor Grabow. Motion carried
unanimously.
IX. NEW BUSINESS
A. Grafton Sports Center-Dan Wade-Planned Unit Development-tax key # 06-018-04-015.00
and 06-018-03-014.00
a. ACTION: Supervisor Sykora moved to approve the extension of review
period for 180 days with discussion being had at the January 2009
Supervisors meeting, seconded by Supervisor Helms. Motion carried
unanimously.
B. Village of Grafton proposed Brush Drop off Site-River Bend Rd
a. Chairman Bartel explained that the Village of Grafton has requested the Town
work on a joint project to construct a Brush Drop off site.
b. No action taken
X. TOWN ENGINEER UPDATE
A. Engineer Lundeen informed the Board that the revised application forms and checklists will
be available once she receives a final copy of the codification
B. The Road tour will take place on July 28, 2008. Everyone can meet at Town Hall for
breakfast and the tour will begin promplty at 8:00
C. The Land Use Plan Map Amendment/Comp Plan:2035 have been amended so Engineer
Lundeen has updated our maps to include those changes.
XI. APPOINTMENTS OF COMMITTEES
A. None
XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. Bob Tillman kindly placed barricades near the culvert on East River Road until the
culvert was repaired.
B. Supervisors
1. Supervisor Helms stated that the garbage on Falls Rd has been picked up
2. Supervisor Helms informed the Board that the outlet from Manchester Pond does not
appear to be draining
3. Supervisor Grabow would like a notice of nuisance violation to be sent to 1232 Falls
Rd.

4. Supervisor Grabow informed the board that the culverts at 1785 Cedar Sauk Rd
need to be cleaned.
5. Supervisor asked staff to call Northern environmental to obtain a group rate for well
testing.
6. Supervisor Grabow stated that Mr. Sauer 1435 Washington St. needs an address
marker.
7. Town Attorney MacCarthy informed the Board that a sample big box ordinance is in
their packets for review.
C. Clerk
1. Town Hall Operating Hours from 8:00 am -2:00 pm instead of 8:00 am-4:00 pm
a. ACTION: Supervisor Grabow moved to amend the Town Hall operating
hours to 8:00 AM-2:00 PM Monday, Tuesday, Thursday, and Friday and
8:00 AM – 4:00 PM Wednesday until the end of August, seconded by
Supervisor Helms. Motion carried unanimously.
2. Clerk Schmidt will be at Clerk School next week. Town Hall will need to close at 1:00
PM that week due to lack of staffing coverage.
D. Presentation of Invoices
XIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW.
A. NONE
XIV. ADJOURN
A. Action – Motion made by Supervisor Helmsto adjourn, Seconded by Supervisor
Grabow. Motion carried 5-0.
