BOARD OF SUPERVISORS MEETING
July 7, 2009 Minutes
I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.
B. Present:

II. ASSURANCE OF PROPER NOTICE
Town Clerk Jessica Schmidt assured the meeting that the Agenda was properly noticed
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
1. ACTION: Supervisor Grabow moved to adopt the agenda, seconded by Supervisor Schaefer. Motion carried 4-0
V. REVIEW & APPROVE MINUTES
A. Supervisor Schaefer pointed out corrections that need to be made to sections:
• VIII (B) (1)-“paving” should be replaced with “painting”
• VIII (C) (1) Schaeffer is spelled incorrectly, it should read “Schaefer”
• XI (H)(1) the second motion was made by Supervisor Schaefer not Sykora
1. ACTION: Supervisor Rogers moved to accept the minutes as amended, seconded by Supervisor Schaefer. Motion carried4-0
VI. PUBLIC HEARINGS
A. Ordinance 2009-03-Speed Limit Reduction to 35 mph on the Town’s portion of East Sauk Rd
1. No action taken, public hearing will be heard at the August meeting
VII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
1. No one wished to speak
VIII. OLD BUSINESS
A. Invoice reduction request -Howard Manos, 1497 Green Valley Rd.-tax key # 05-055-05-02.000
1. Chairman Bartel informed the Board that he was not able to meet with Mr. Manos to discuss this situation and he would like to table this item until the next Supervisors meeting.
2. ACTION: Supervisor Grabow moved to table this item until the August meeting, seconded by Supervisor Rogers. Motion carried 4-0
B. Update on possible Nuisance Violation- Kelly Berger-1517 Green Valley Rd.-tax key # 05-05501-13.000
1. Clerk Schmidt informed the Board that she spoke with Mr. Berger and he stated that the structure has been ordered and should be in place in the next couple of weeks.
2. ACTION: No action taken
C. Update on Nuisance Violation-Dean Hoppe-701 Lakefield Rd-tax key # 06-033-06-006.00
1. Clerk Schmidt spoke with Mr. Hoppe and informed the Board that one cottage has asbestos siding, so Mr. Hoppe has contacted an abatement company to have it taken care of. Mr. Hoppe assured Clerk Schmidt that the site clean up would be completed within the 60-day timeframe granted by the Board.
2. ACTION: No action taken
D. Annual inspections of Liquor License establishments in the Town
1. Supervisor Grabow requested to continue the protocol of having the Building Inspector and Fire Inspector perform site visits annually and obtaining copies of the state and federal inspection reports.
2. ACTION: No action taken
E. OSC recommendation to release funding from the Open Space fund to secure the Earl Witte property
1. The Town is still in the negotiation process and hopes to take action in August
2. ACTION: No action taken
F. Update on Nuisance Violation –Country Side Trailers-George Schalk, Jr.-1590 Port Washington Rd-tax key # 06-017-06-012.00
1. Supervisor Grabow informed the Board that he visited the site and the nuisance has been abated
2. ACTION: No action taken
G. Discussion of possible changes to the Zoning Code regarding Nuisance Violations
1. ACTION: Supervisor Grabow moved to amend the Town Code section 6.6.2.04(E) (2) to include “Auto Repair Business” as an exeption to unsheltered storage and adding the following text to 6.6.2.04 (E) (4) “No person shall erect, construct, maintain or use any semitrailer, operative or inoperative, in the Town for the purpose of storage, warehousing or location for the operation of any business in the Town. This section shall not apply to any parking in a properly zoned area for temporary periods while awaiting unloading”, seconded by Chairman Bartel. Motion carried 4-0
H. Possible Nuisance Violation -Dennis Kratz -1920 Ulao Parkway- tax key # 06-009-09-005.00
1. Mr. & Mrs. Kratz are more than willing to work with the Town to clean up the site. They have attempted to clean up but due to health reasons, the process has been slow going.
2. ACTION: Supervisor Grabow moved to table this item for 30 days to allow homeowners to meet with Supervisor Grabow on site and to bring the site into compliance seconded by Supervisor Schaefer. Motion carried 4-0
IX. NEW BUSINESS
A. Operator’s License Application-Robert Kloety
1. ACTION: Chairman Bartel moved to approve the Operator’s license, seconded by Supervisor Grabow. Motion carried 4-0
B. Review Town Hall Office Staff Compensation
1. ACTION: Supervisor Grabow moved to table this item until the August meeting, seconded by Supervisor Schaefer. Motion carried 4-0
C. Financial donation from the Site Fee (Park and Open Space Account) for the construction of the Grafton Little League Facility
1. ACTION: Supervisor Grabow moved to donate $10,000 from the site fee account to the Grafton Little League for construction of the new facility, seconded by Supervisor Rogers. Motion carried 4-0
X. TOWN STAFF UPDATES
1. Engineer Lundeen informed the board that the Sheriff’s Department advises not to install stop signs on River Bend Rd.
2. The Board directed Engineer Lundeen to present samples of caution signs that could be installed in place of the stop sign.
3. Planner Schaefer informed the Board that the next CTH 32/V Land Use Workshop would be held on July 28, 2009 at 1:30 pm at Town Hall.

XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. Trim brush on Green Bay Rd just south of Chateau- Bob Wolf informed the Board that this may have been taken care of
B. Supervisors
1. Supervisor Grabow attended the Towns Association Meeting and gave an upddate and presented a handout of what was discussed
2. Send request to VOG to abate weeds South of Pleasant Valley and Green Bay Rd (Shady Hollow Subdivision)
C. Clerk
1. Noxious weed Violation was sent out 1745 Lakefield Rd-he intends to have it cut this weekend
2. A new server has been ordered because the existing server is failing
3. The vandals from earlier in the year have been ordered to pay restitution
4. 1920 Ulao Parkway site was investigated by the DNR. Although the property owner has permission to place fill on existing fill they were found to be filling in wetlands. The DNR did send a letter to the property owner informing them of their findings.

1. Action – Motion made by Supervisor Schaefer to adjourn, seconded by Chairman Bartel. Motion carried.
