I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.

II. CLERK’S ASSURANCE OF PROPER NOTIFICATION
A. Deputy Town Clerk Lila Schwan assured that the Agenda was properly noticed.
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
A. ACTION – Commissioner Ansay moved to adopt the agenda as presented, seconded by
Commissioner Butler. Motion carried.
V. REVIEW AND APPROVE PREVIOUS MINUTES
A. Minutes will be available next month.
VI. PUBLIC HEARINGS
A. Grafton Sports Center-Dan Wade-Planned Unit Development-tax key # 06-018-04-015.00
and 06-018-03-014.00
1. ACTION-Chairman Bartel opened the Public hearing at 7:04 pm
2. Jim Roth 1548 Kaulette Drive,expressed his opposition of the Sports Center on his
behalf as well as for his neighbors Gary and Pat Jetzer, Dan and Lori Rathke,
Howard and Lori Mulloy, who were unable to attend the meeting this evening.
3. The residents are concerned for the potential for injury to children that live on or visit
Kaulette Drive.
4. Concerned that spectators may trespass on their land and get injured while trying to
get to the sports center due to the inadequate onsite parking at the Sports center.
5. Kaulette Drive residents oppose the proposed pedestrian path mentioned (in the
Town of Grafton staff report on page 15) from the residential subdivision to the South.
6. Residents stated that developers have proposed to ease the parking to Our Saviors
Church and the park and ride to the North of the center. Residents telephoned the
parish office on Monday, June 30th; Church reports that they have not been
contacted regarding renting or borrowing parking. July 1st, Residents contacted
Robert Dreblow, Ozaukee County Highway Commissioner who stated nobody
contacted his office concerning overflow parking for the Sports Center; Mr. Drewblow
stated there are only three allowable uses for that lot: parking for the freeway flier,
Ozaukee shared ride, comuters who meet at the lot. There is no specific Ordinance
that prevents businesses to use the park and ride for overflow parking.
7. Residents state there are discrepencies in the application that cooperating partners
will help resolve the parking issues suggests to the residents that all claims in the
PUD application be independantly verified.

8. The residents modeled a one day 4 team tournament showing 151 vehicles but also
should include parking for the mini golf course and the arcade; Town staff
reccomendations should increase the parking to 253 cars.
9. Residents suggest that Sports Center should be required to notify the Town Hall if
the on site parking will exceed capacity and Kaulette Drive and Arrowhead road
between CTH W and CTH V should be posted temporary no parking-violaters will be
towed.
10. Residents suggest the developer abandon this site and obtain a parcel of at least 7
acres that would allow adequate parking.
11. John Mikkelson 1025 W Glen Oaks Lane would like to highlight a few points on the
architectural aspects of the building. The front fascade is a little bit better than last
time, but he feels the building is a tin can with a 30-foot wall bordering his property.
Buffering needs to be increased and the parking remains an issue.
12. Mr. Mikkelson read into the record a letter from an appraiser stating that his property
valuation will decrease if a building as Mr. Mikkelson described is constructed.
13. Bruce (last name unknown) 1599 N Port Washington Rd –Pioneer Estates- The
traffic is already heavy on Arrowhead Road and will only increase if this project is
approved; Storm water should be looked at closely, he has a stream in his back yard
that gets pretty high with heavy rains and the asphalt on this proposed site would
make flow increase.
14. Jane Preston-1548 Kaulette Drive-After reading the staff report, there are
inconsistencies in the responses made by the applicant. Ms. Preston feels the site
layout is too tight, the density is a very dense use, there is no buffer to the East and
the North, which abut residential lots, there are invasive species in the wooded area;
buckthorn is abundant and hawthorn could spread disease in areas around it.
15. Ms.Preston is against the pedestrian path coming from the residential subdivision to
the south, and would like to discourage pedestrian traffic.
16. Ms. Preston feels a right turn only sign would need to be installed on CTH V and
turning lane would need to be installed to gain access to the south parking lot,
provision of a bike lane and or sidewalks along HWY V to accommodate the non-
driving population and installation of stoplights at Arrowhead and CTH V to
accommodate the increase in traffic. Residents from northern counties would have
to make a U-turn or double back CTH W to access the Sports Center, creating more
traffic.
17. Ms. Preston contacted Mr. Robert Dreblow of the Ozaukee County Highway
Department; He said he was not aware of this Development.
18. William Ball 1522 Kaulette Drive-just purchased his house in the last 3 months. He
purchased this house because it was a beautiful, tranquil secluded cul-de-sac with
little traffic. He feels that this site is too small of an area for the Sports Complex and
the traffic will be too great.
19. As a law enforcement officer, he feels that teenagers will not be able to be stopped if
they go to the Sports Center and are drinking or doing other things teenagers like to
do. There are just too many avenues out of the site.
20. With all of the heavy rains that we have had, the water is already running heavily
through his front yard. Water will flow even heavier if a pole building is installed.
21. Lou Herro 419 Bobolink, Village of Grafton, property owner of 4 acre parcel-wanted
to make sure the neighbors would have input. One thing that impressed him was
that this project offers something for the children to do and he feels that this is the
right thing for the Town.

22. Diane Roth-1548 Kaulette Drive-is concerned for the safety of children who travel to
the center via bicycle or by foot.
23. Chairman Bartel pointed out that there have not been any incidents regarding safety
of Children going to school at Our Savior School in the 30 years it has been there.
The school has similar use as the Sports Center.
24. Scott Orten-1572 Indian Hill-this may create problems for traffic on Arrowhead Rd.
25. Dawn Fena- 1569 Port Washington Rd-is concerned with lighting, noise, and traffic.
26. Tammy Long-1599 Port Washington Rd-is concerned with traffic, this building will
block the sun from their property. The residents in the mobile home park already
have issues with people breaking into their homes and sheds, this will likely increase
if the Sports Center proceeds. She currently has no problems with the church traffic.
27. David Herro-945 13th Ave, Grafton-feels the Sports Center is a great idea and feels
children need a place for sports. Everyone has valid concerns, but are too worried
about the what- if’s.
28. Mike Cibulka-1549 Kaulette Dr-feels strongly both ways, he wants a quiet and safe
neighborhood but understands that development is coming. He knows the developer
will do things to keep everyone safe.
29. ACTION-Chairman Bartel closed the public hearing at 7:53 pm.
B. Planner Schaeffer gave an overview of the Planned Unit Development and the process.
C. Dan Wade-836 Pioneer Rd-changed site plan and building layout to meet some of the
neighborhood suggestions and Town staff suggestions.
D. Chris Frommel-developer moved building further North out of respect for the neighbors to
the South. To reduce the massive appearance from the street, the building is recessed 16
feet below the main entry.
E. Architecture has been modified to include neutral shades.The front fascade has been
revised to make the building more architectually pleasing, but protrudes into the 50 foot
setback. The developer is requesting flexibility to allow for the change.
F. A parking analysis was done to get the worst-case scenerio, which shows 145 parking spots
for a soccer tournament. If the times were staggered and birthday parties are not allowed at
that time, you can reduce the number of vehicles to address the parking issues.
G. Commissioner Hefle asked the developer if he thought that installing a fence would help with
security. Mr. Wade stated that the residents did not want a fence installed.
H. Mike Rambousek Director of Planning and Development for the Village of Grafton is in
support of this development, but he has concerns of parking, access off CTH V, feels
windows should be on all sides of the building, and would like to see more masonry.
I. Commissioner Ansay would like the developer to show 144 stalls plus 20 percent reserved
for future parking spaces.
J. Verify with Ozaukee County Highway Department that a further reduction of street yard
setback to allow parking closer to the CTH V right of way.
K. Engineer Lundeen clarified that the pedestrian path discussed is not to the Kaulette
property, it is further to the West off the Kaul property.
L. Natural materials should be used on all sides of the building.
M. Planner Schaefer will provide a sketch to the Commission as to where more natural
materials should be included in the building design.
N. The developer is not considering using synthetic materials.
O. The Developer should use materials to differentiate pedestrian walkways and parking areas.
P. The landscape buffer yard should include newer trees and shrubs instead of using the
existing trees.
Q. The general landscaping requirements will be discussed when the parking design and
building layout is finalized.

R. The photometric study shows that there is minimal light going on to the residential
properties.
S. ACTION-Commissioner Butler moved to extend the timeline for review until the
January 2009 Plan Commission meeting and the developer should include a revised
plan incorporating the pending comments from the Grafton Fire Department, the
pending joint review with the Village of Grafton of architectural requirements,
completion of staff punchlist items and payment of all fees, seconded by
Commissioner Stockwell. Motion Carried.
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
A. NONE
VIII. OLD BUSINESS
A. Update on Conditional Use Permit #08-01-Alston Cole-Women’s Lifeline Inc.
1. The permit will be issued once all fees are paid. There is a 3-year Plan Commission
review associated with it the permit.
2. The applicant has secured another location at this time.
IX. NEW BUSINESS
A. None

XI. TOWN STAFF UPDATES
A. Sign Violation – Forms for Notice of Non-Compliance and Notice of Violation
1. Staff has created a template that is ready for use.
B. Cornerstone Church Conditional Use Permit Amendment
1. The Church is exceeding their parking and would like to add on to their parking lot.
They will make an application to amend their conditional use permit.
C. Update regarding application forms and requirements checklists
1. The new forms and checklists are out for review and will be finalized soon.
XII. ANY MISCELLANEOUS ITEMS DEEMED PERTINENT BY LAW.
A. The Jim Hoffmann property on Valley Court has signs advertising space is available. Mr.
Hoffmann will not receive an occupancy permit until the landscaping plan is submitted to the
Town and the old driveways are abandoned. The Building inspector should verify this
information.
XIII. ADJOURN
A. Action – Motion made by Commissioner Ansay moved to adjourn, Seconded by
Commissioner Butler. Motion carried.
