OPEN SPACE COMMISSION MEETING

I. CALL TO ORDER
Chairperson Jon Rauser

III. ADOPTION OF AGENDA
1. ACTION-Commissioner Wilkinson moved to adopt the agenda, seconded by Commissioner Tomter, motion carried 5-0
I. REVIEW & APPROVE MINUTES
1. Typographical errors were corrected under old business # 1: August should be changed to July and July should be changed to June. New Business #1: County “Open Space Board” should state County & “Land Preservation Board”, Commissioner Graff and Uhlein were absent so votes should changed to read be 5-0 instead of 7-0.
2. ACTION-Commissioner Tomter moved to approve the minutes, seconded by Chairman Rauser, motion carried 5-0
II. OLD BUSINESS
1. John Cassel attended the meeting to discuss the multi-use trail and a possible easement on his father’s property.
2. Commissioner Tomter described the location of the multi-use trail and she explained that the trail is available non-motorized uses such as cross country skiing, snowshoeing, walking, equestrian riding.
3. Scientist Lennie explained the multi-use trail map that was adopted with the CORP to Mr. Cassel.
4. Mr. Cassel is concerned that citizens would be using the trail while he is hunting on his land if he provides an easement on his property. Scientist Lennie explained per state statue, the liability issues would be at the users risk when the trail is properly posted.
5. Mr. Cassel asked who would clean the litter along the trail. Scientist Lennie explained that there are many options, Ozaukee County is one option, volunteers or “Friends of the Trail” is also a viable solution. Nothing has been set in stone as of yet.
6. Mr. Cassel would be happy to have the Commission mark out the potential trail along his property and would be happy to take a look at it with the following stipulations: garbage is managed, his portion of the trail is closed during deer hunting season, and that the landowner does not have any liability.
B. Update on Earl Witte property acquisition
1. No further progress as of yet. No action taken.





III. NEW BUSINESS
A. LESA analysis review
1. Commissioner Graff gave an overview of the Land Evaluation Site Assessment (LESA). Commissioner Graff explained that this is a good tool for evaluating lands that are/should be protected and for evaluating (scoring) lands in the Town for potential easements or to meet the goals of the Town’s Open Space Commission.
B. Multi Use Trail Open House will be held Monday, August 31, 2009 at 7:00 pm

IV. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
1. None
V. TOWN STAFF UPDATES
1. Scientist Lennie has contacted Tom Blotz regarding the Multi-Use Trail Stewardship Grant but has not heard back yet.
2. Scientist Lennie presented a copy of the state statutes pertaining to the Town’s/landowner’s liability on the Multi-use trail.
VI. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
1. None
VII. ADJOURN
1. ACTION-Chairman Rauser moved to adjourn, seconded by Commissioner Boyer, motion carried 5-0
