BOARD OF SUPERVISORS SPECIAL MEETING

I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 8:00 A.M.
B. Present:

Supervisor Tim Kaul

Supervisor Tom Grabow
Town Clerk Wendy Weeks
Town Engineer Kevin Kimmes
Town Engineer Kristen Lundeen
Town Planner Amanda Schaefer
Plan Commissioner Mike Ansay
Town Attorney Tim Feely (by telephone)
II. ASSURANCE OF PROPER NOTICE
Town Clerk Wendy Weeks assured the meeting that the Agenda was properly noticed.
III. PLEDGE TO THE FLAG
IV. ADOPTION OF AGENDA
A. ACTION: Supervisor moved to accept Agenda, seconded by Supervisor. Motion
carried unanimously.
V. NEW BUSINESS
A. Town of Grafton Roads – Discussion and possible action regarding present and future roads
and road access in the Town of Grafton.
1. Engineer Kimmes reviewed recent road access issues and the problems that have
arose due to land divisions.
2. Current standards for shared driveways and required road frontage were explained.
3. With a road reservation the ownership is retained by the owner and the rights are
maintained by the owner.
4. An easement is owned by the landowner but the right is maintained by a separate
party.
5. A road dedication will be owned by the Town and the right is maintained by the
Town.
6. There was discussion from the Supervisors, Chairman, and Attorney Feely about
mapping authority and the benefits of road dedications.
7. Discussion was had about options for the Rompelman land division.
8. After much discussion, Chairman Bartel suggested the Town will need an adjustment
in the protocol in reviewing land division with regards to recommendation from staff to
the Board on the reservation, dedication and easement practices.
9. Engineer Kimmes reviewed the next steps for staff will be to bring forth a
recommendation on reservations or dedications and reasons why, determine if any
codes changes will be required, and at the next Plan Commission discuss global
thinking and a recap of this meeting.
VI. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD.
A. No one wished to speak.
VII. TOWN ENGINEER UPDATE
A. Discussion and possible action concerning Town Engineering issues.
None
VIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW.

IX. ADJOURN
A. Action – Motion made by Supervisor Helms to adjourn. Seconded by Supervisor
Rogers. Motion passed unanimously.
