OPEN SPACE COMMISSION MEETING

I. CALL TO ORDER

II. PLEDGE TO FLAG
III. ADOPTION OF AGENDA
A. ACTION – Commissioner Graff moved to approve the agenda, seconded by
Commissioner Wilkinson. Motion passed unanimously.
IV. REVIEW & APPROVE MINUTES
A. ACTION – Commissioner Graff, correction of Mike McLaughlin to Matt McLaughlin,
moved to approve the minutes from February 12, 2007 meeting, seconded by
Commissioner Tomter. Motion passed unanimously.
V. OLD BUSINESS
A. Town of Grafton Park and Open Space Plan.
1. Scientist Lennie addressed the questionnaire that was sent out to commissioners.
2. An Open Space overlay preservation draft map was presented to the
Commissioners.
3. Commissioner would like the Ozaukee/Washington Land Trust land, natural woods,
conservation easements, and private open spaces indicated on the map.
4. Engineer Kimmes addressed the Commissioners about potential active trails and the
opportunity to provide further linkage during CSM reviews.
5. Commissioner Tomter suggested providing equestrian trails or open trails that
prohibits motor vehicles. Scientist Lennie explained the proper term would be a
multi-use trail, it would be a non-ADA trail and prohibits motor vehicles.
6. Engineer Kimmes addressed the potential of hiring a third party entity, such as, the
Ozaukee/Washington Land Trust or another entity, to be the steward over the open
spaces and trails.
7. Commissioner Wilkinson suggested emphasis should be placed on equestrian and
creating a reputation for the town to be accommodating to equestrians.
8. Caledonia, WI has focused on equestrian trails and the Town of Grafton uses the
same planner, PDI. The Commissioners may want PDI to share their opinions and
expertise further in the project.
9. Scientist Lennie will continue to update the overlay map.

VI. NEW BUSINESS
A. Park and Open Space Questionnaire

1. Commissioners will continue to give input to Scientist Lennie.
2. Engineer Kimmes will keep the questionnaires and comments as working documents
and include them in their files. Keeping a back-up is important should the
commission’s actions ever be questioned.
3. At the March meeting, Scientist Lennie will present a draft of the Impact Fee Study
that will be based upon the needs assessment and in-line with the overlay map.
4. A working map will be presented at the next meeting for the Commissioners to adjust
to meet their needs. At the annual meeting a revised working map will be presented
to the public for their input. The overlay map will be an electronic version to better
demonstrate the different resources available.
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD.
A. None.
VIII. TOWN STAFF UPDATES
A. Engineer Kimmes updated the Commission, Chairman Bartel is considering revisiting the
Future Land Use Map and facilitate a discussion on that. Commissioners may want to
attend that meeting, probably in April.
B. Brian Gore has made an application to combine four parcels and rezone from residential to
agricultural. These properties abut Lion’s Den. There is no code that allows for this reverse
zoning.
IX. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW.
1. Open Space brochure was presented to the Commissioners.
X. ADJOURN
A. ACTION – Commissioner Graff moved to adjourn, seconded by Commissioner
McLaughlin. Motion passed unanimously.
