II. ASSURANCE OF PROPER NOTICE
1. Action- Clerk Schmidt assured that the meeting was properly noticed

IV. REVIEW AND ADOPT AGENDA
1. Action-Supervisor Grabow moved to adoppt the agenda, seconded by Supervisor Helms . Motion carried
V. APPROVE MINUTES FROM PREVIOUS MEETING
1. Minutes from the January meeting will be reviewed at the March meeting. No action taken.
VI. PUBLIC HEARINGS - OPPORTUNITY WILL BE AFFORDED TO ALL INTERESTED PARTIES IN BEING HEARD CONCERNING:
1. None
VII. RESIDENT CORRESPONDENCE/PERSONS WISHING TO BE HEARD
1. No one wished to speak.
VIII. OLD BUSINESS
A. Update on Country Side Campers Nuisance Violation
1. Clerk Schmidt will send a new violation letter and also inform the owner that this item will appear on the March BOS agenda.
2. The Building inspector or Supervisors will take pictures of the site.
B. Michael Guttmann-1232 Falls Rd-tax key # 06-019-16-010.00-Nuisance Violation
Re-Inspection Report on Nuisance Violation at 1232 Falls Road- status of resident's mitigation plan. Board of Supervisors to review and take action
1. All of the vehicles have been moved.
2. Mr. Guttmann asked what this matter accomplished, Supervisor Helms explained that the Town received complaints on this matter and had to address this issue as the Town Code states.
3. Action-Supervisor Sykora moved to close this violation as the resident came into compliance, seconded by Supervisor Helms. Motion carried 5-0.
IX. NEW BUSINESS
A. Emergency preparedness, sandbags, supplies and storage sites
1. Supervisor Grabow gave an overview of the meeting he and Bob Wolf attended with the Ozaukee County Emergency Management and Village of Saukville. He suggests that the Town establish an emergency plan and stage a sandbag area to be prepared for the flooding that may occur in the upcoming months.
2. The Supervisors agree that the Town will be a clearinghouse for information to residents. A Town of Grafton Flood Response Policy will be presented at the March Board meeting that includes contacts for supplies and river monitoring for residents to access.
3. Supervisor Grabow suggested that once the Flood Response Policy is adopted it should be provided to Town Residents in flood plains and will include the contacts for the supplies and river monitoring. This information should also be posted on the Town’s website.
B. Emergency Government update
1. This item was discussed with item “A” above. No action taken.
C. Set the 2009 Road Tour Date
1. Action-The primary date for the 2009 Road Tour is Monday, April 20, 2009 with an alternate date of Wednesday, April 22, 2009.
D. 5-year Capital Improvement Program - Confirmation of projected projects for 2009 Pavement Maintenance Program
1. Lakefield Rd will be the next priority in the 2009 Pavement Maintenance Program.
E. Alleged Nuisance Violation –Paul Doblinger-1930 Edgewater Dr-tax key # 06-054-0040.000
1. Chairman Bartel inspected the travel trailer home and stated that it is not being lived in. The trailer will be removed form the property within a month. The truck will be moved into the garage this weekend.
2. Mr. Doblinger will appear at the March Supervisors meeting to give an update as to his progress.
3. Action-Supervisor Helms moved to issue the landowner a Nuisance Violation Notice, seconded by Supervisor Rogers. Motion carried 5-0
X. TOWN STAFF UPDATES
1. Pavement Maintenance program will be available in April.
2. Engineer Lundeen handed out a notice from the DOT regarding Trans 220 project
3. Draft text amendments for the B-1 district and parking requirements will be presented at the March meeting.
4. The possible Land Use Plan Map amendment along the Highway 32 corridor will be looked at in the near future.
XI. APPOINTMENTS OF COMMITTEES

XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. Clean up and filing in the Town Hall has been a huge undertaking and Town Staff has been working very hard to put everything in the proper place.
2. The internet that we use through the county is no longer working effectively for the Town; we will have to look at outside sources.
B. Supervisor Grabow:
1. CTH C Culvert replacement Town paid for
2. Culvert replacement at 1497 Green Valley Rd was not billed to the Landowner.
3. Assessment letter fee does not appear on the fee schedule, Clerk Schmidt clarified that the Town refers to this as aTitle Search.
4. Resident complained that snowplows moved her decorative booulders at 585 Starboard Ct boulders are 6 feet off of the pavement they are in the Right-of-way, which is 78 feet from the middle of the cul-de-sac.
5. On the curve of River Bend Road, there have been 5 accidents in the past 2 years. This item will be placed on the road tour agenda.
6. Dumping litter on Town Roads seems to be increasing, this may be covered by state statutes. Clerck Schmidt will email the WTA and update the Board.
7. The Building Inspector is calling the agencies to perform annual inspections of liquor license holders some time in May.
8. Supervisor Grabow is disappointed in how the Town handled getting the well testing information out to the residents. He asked that a letter be published in the newspaper to better inform the residents. Clerk Schmidt will send an article to be published in the newspaper.
C. Nancy Rogers
1. The county is trimming trees along Green Bay Rd.
D. Supervisor Helms
1. Lakefield Rd by Clappers house has quite a big dip in it, this is a County Road and the County is aware of the problem.

1. Action-Supervisor Sykora moved to adjourn, seconded by Supervisor Helms. Motion carried.
