OPEN SPACE COMMISSION MEETING
December 21, 2009

I. CALL TO ORDER
A. Chairperson Rauser called the meeting to order at 7:00 P.M.
B. Present:

II. ADOPTION OF AGENDA
1. ACTION-Commissioner moved to adopt the agenda, seconded by Commissioner, motion
III. REVIEW & APPROVE MINUTES FROM PREVIOUS MEETING
1. ACTION-Commissioner Tomter moved to approve the minutes, seconded by Commissioner Korinek, motion carried 6-0 with Jon Rauser dissenting as he was not present at the meeting
IV. OLD BUSINESS
A. Update on Multi-use trail
1. Scientist Lennie gave an update on the Multi-use trail, the Town is still waiting on the check from the DNR.
V. NEW BUSINESS
A. Review of Purchase of Development Rights
1. Commissioner Tomter reported that Tim Kaul spoke with a landowner who is excited about the concept and would like to further discuss the options with the Town.
B. Update of LESA analysis
1. Commissioner Graff presented a map that details the LESA scores for agricultural parcels in the Town. The Commission’s next step would be to evaluate the environmental parcels in the Town.
2. Action-Commissioner Tomter moved to instruct staff to develop a ranking scheme to identify key parcels for protection in the Town, seconded by Commissioner Wilkinson. Motion carried 6-0
C. Review of draft Site Plan design and update on the North Canoe Launch
1. Commissioner Korinek asked if the Town should consider gating the site during high water/winter season. Staff will forward the plans to the Saukville and Grafton fire departments for their review and comments.
2. Signage options were discussed and will be discussed after the project is complete.
3. Commissioners discussed screening the site along adjacent parcels and the grading of the site to allow for proper water flow from the rain garden.
4. No action taken

1. None
VIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
1. The next meeting will be held January 25, 2010
2. Chairman Bartel thanked the Commission for their hard work this year. The Town appreciates all that the commission does.
IX. ADJOURN
1. ACTION-Commissioner Tomter moved to , seconded by Commissioner Wilkinson, motion carried 6-0
