SPECIAL MEETING OF THE ELECTORS and BOARD OF SUPERVISORS
MEETING

A. An amendment to the 2008 Budget for the Town of Grafton

1. ACTION: Bob Wolf moved to amend the Highway budget by $69,632.40, seconded by Tom Grabow. Motion carried.
2. ACTION: Lou Hefle moved to amend the 2008 budget by $330,677.81, seconded by Bob Wolf. Motion carried.
3. ACTION: Tom Grabow moved to adjourn, seconded by Paul Helms. Motion carried.

II. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.

II. ASSURANCE OF PROPER NOTICE
Town Clerk Jessica Schmidt assured the meeting that the Agenda was noticed properly
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
A. Move item IX (B) ((Resolution 2008-23) to be the first item on the agenda.
B. ACTION: Supervisor Helms moved to accept Agenda as amended, seconded by Chairman Bartel. Motion carried 4-0.
V. REVIEW & APPROVE MINUTES
A. ACTION: Supervisor Grabow moved to accept the minutes of the previous meeting, seconded by Supervisor Rogers. Motion carried 4-0.
VI. RESOLUTION 2008-23-RESOLUTION TO BORROW FUNDS TO COVER EXPENSES
A. ACTION: Supervisor Rogers moved to adopt the resolution, seconded by Supervisor Grabow. Motion carried 4-0.
VII. PUBLIC HEARINGS
A. Resolution 2008-21-a resolution adopting the Ozaukee County All Hazards Mitigation Plan
B. ACTION: Chairman Bartel opened the public hearing at 7:17 PM.
C. Supervisor Grabow stated that the Town has not seen a final version of the Plan only the draft version.
D. ACTION: Chairman Bartel closed the public hearing at 7:19 PM.
E. ACTION: Chairman Bartel moved to adopt the resolution, seconded by Supervisor Helms. Motion carried 4-0.
VIII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. Scott Orten stated that the ice in front of the Town Hall is a severe issue and would like the landlord to fix the problem to avoid a lawsuit. Chairman Bartel will speak with the landlord, and stated that the Landlord has been working on this issue.
IX. OLD BUSINESS
A. Michael Guttmann-1232 Falls Rd-tax key # 06-019-16-010.00-Nuisance Violation
Re-Inspection Report on Nuisance Violation at 1232 Falls Road- Inspector to report on status of resident's mitigation plan. Board of Supervisors to review and take action on same
B. Chairman Bartel stated that the building inspector has driven past the property and stated that the vehicles have not been moved.
C. Supervisor Rogers and Grabow stated they are not pleased that the homeowner has gotten into compliance.
D. Mr. Guttmann stated that he has made arrangements with a Town resident to store the vehicles but the recent snowfall caused an issue with moving the vehicles.
E. ACTION: Supervisor Helms moved to extend the opportunity to come into compliance with a monthly progress report by the landowner, seconded by Chairman Bartel. Motion fails with a 2-2 vote-Supervisors Helms and Bartel yea-Supervisors Rogers and Helms-Nay.
F. ACTION: Supervisor Helms moved to table until January 2009 meeting, seconded by Supervisor Rogers. Motion carried 4-0.
G. Resolution # 2008-22 -Blanks Crossing Final Acceptance of Streets
H. ACTION: Supervisor Helms moved to approve the resolution, seconded by Supervisor Grabow. Motion carried 4-0.
X. NEW BUSINESS
A. Beachgrass, LLC, Sandra Dempsey, Agent-Minor Land Division- tax key # 06-028-05-001.00-Corner of Lakeshore Rd and Falls Rd
B. ACTION: Supervisor Helms moved to approve the minor land division, seconded by Supervisor Rogers. Motion carried 4-0.
C. The Open Space Commission would like to thank the applicant for granting the easement for the multi-use trail on their property.
D. The Plan Commission would like to thank the applicant for their patience and diligence with this application.
XI. TOWN ENGINEER UPDATE
A. Lakeshore Rd work must be performed by June of 2009.
B. Supervisor Grabow asked for a breakdown of the miscellaneous road projects that were completed this year.
XII. APPOINTMENTS OF COMMITTEES
A. None
XIII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair-None
B. Supervisors-None
C. Supervisor Grabow stated that a parcel could stay in the CRP program through the state as long as the landowner renews the program.

XIV. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
A. None
XV. ADJOURN
A. Action – Motion made by Supervisor Helms to adjourn. Seconded by Supervisor Grabow. Motion carried 4-0.
