BOARD OF SUPERVISORS MEETING
August 12, 2009 Minutes

I. CALL TO ORDER
A. Chairman Bartel called the meeting to order at 7:00 P.M.
B. Present:
Chairman Lester A. Bartel, Jr.
Supervisor Tom Sykora

II. ASSURANCE OF PROPER NOTICE
Town Clerk Jessica Schmidt assured the meeting that the Agenda was noticed properly
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
A. ACTION: Supervisor moved to accept Agenda, seconded by Supervisor. Motion
V. REVIEW & APPROVE MINUTES
A. ACTION: No action taken, minutes will be approved in September
VI. PUBLIC HEARINGS
A. Ordinance 2009-03-Speed Limit Reduction to 35 mph on the Town’s portion of East Sauk Rd
1. Action-Chairman Bartel opened the public hearing at 7:12 pm
2. No one wished to speak
3. Action-Chairman Bartel closed the public hearing at 7:13 pm
4. Action-Supervisor Sykora moved to approve the ordinance, seconded by Supervisor Schaefer. Motion carried 3-0
B. Ordinance 2009-04- An ordinance amending Section 6.6.2.04 (E) (2) (Public Nuisances) & Section 6.6.2.04 (E) (4) (Public Nuisances) of the Town of Grafton Code of Ordinances
1. Action-Chairman Bartel opened the public hearing at 7:15 pm
2. Scott Orten asked how much it costs to amend an Ordinance
3. Chairman Bartel explained that this was a minor revision; professional staff review time was approximately one hour to amend this ordinance.
4. Action-Supervisor Sykora moved to approve the ordinance as presented, seconded by Supervisor Schaeffer. Motion carried 3-0
VII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. None
VIII. OLD BUSINESS
A. OSC recommendation to release funding from the Open Space fund to secure the Earl Witte property
1. Action-Supervisor Sykora moved to release $16,000 plus closing costs to secure the property, seconded by Supervisor Schaefer. Motion carried 3-0
B. Invoice reduction request -Howard Manos, 1497 Green Valley Rd.-tax key # 05-055-05-02.000
1. Chairman Bartel requested Mr. Manos obtain 2 quotes from licensed contractors and present them at the September meeting.
2. Action-Supervisor Sykora moved to table this item until the September meeting, seconded by Supervisor Schaefer. Motion carried 3-0
C. Update on Nuisance Violation-Dean Hoppe-701 Lakefield Rd-tax key # 06-033-06-006.00
1. Clerk Schmidt explained that the property owner has removed one cottage, removed the asbestos siding from the site, and removed the siding from the second cottage.
2. Action-Supervisor Sykora moved to table this item for 30 days to come into compliance, seconded by Supervisor Schaefer. Motion carried 3-0
D. Update on Nuisance Violation -Dennis Kratz -1920 Ulao Parkway- tax key # 06-009-09-005.00
1. Clerk Schmidt explained that the property owners met with Supervisor Grabow to clarify what items needed to be addressed.
2. The property owners have since then removed trash that was to go out, one pile of building materials has been removed, and one vehicle has been removed.
3. Action-Supervisor Sykora moved to table this item for 60 days to come into compliance, seconded by Supervisor Schaefer. Motion carried 3-0
E. Review Town Hall Office Staff Compensation
1. Action-Supervisor Sykora moved to approve the office staff compensation to $15 per hour, seconded by Supervisor Schaefer. Motion carried 3-0
IX. NEW BUSINESS
A. Bid Award for the Green Bay Rd/Woodhaven Dr Storm Sewer Project
1. Action-Supervisor Schaefer moved to approve the plans included in the base bid, seconded by Supervisor Sykora. Motion carried 3-0
2. Action-Supervisor Sykora moved to award the base bid to Larry’s Sewer and Water, seconded by Supervisor Schaefer. Motion carried 3-0
B. Land Conservation Partnership of Ozaukee County Donation Request
1. Action-this item will be reviewed by the Open Space Commission
C. Operator’s license-Brenda Rowland-Juice’s Ghost Town
1. Action-Supervisor Sykora moved to approve the operator’s license, seconded by Supervisor Schaefer. Motion carried 3-0
D. River Bend Rd Signage
1. Action-Supervisor Sykora moved to approve the installation of a 20 mph cautionary sign on the northbound lane of River Bend Road, seconded by Supervisor Schaefer. Motion carried 3-0
E. Possible Nuisance Violation/Complaint-1135 N Lakeshore Rd-Robert Nieheuser-tax key 06-021-03-010.00
1. Chairman Bartel visited the site and did not find any nuisance violations
2. Action-No action taken
F. Possible Nuisance Violation/Complaint-1172 Willow Wood Ln-Frank Poja-Tax key # 06-073-0004.000
1. Chairman Bartel visited the site and did not find any nuisance violations
2. Action-No action taken
X. TOWN STAFF UPDATE
A. Ozaukee County NOAA/ARRA Grant for fish passage
1. Engineer Lundeen gave an overview of the informational meeting that was held
2. The portions of the river that are located in the Town are on private property or under the jurisdiction of other agencies
B. Update on Plan of Reparation-Woodland shores
1. This item will be discussed at the September Board meeting.
C. The Town Clerk has contacted the County Highway Department to get an estimate of when the Town’s road projects will be completed.
D. The Town received a letter from the DNR regarding the annual NR 216 report. The Town will re-submit items to the DNR for review.
E. Planner Schaefer stated that the HWY 32 corridor workshop had a great turnout and was very productive
XI. APPOINTMENTS OF COMMITTEES
A. None
XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. The server is being programmed and installed soon. With the cancellation of the Plan Commission meetings the past 2 months, half of the server can be paid for.
B. Supervisors
1. Supervisor Grabow inspected and brought in a sample of the “foul smelling water” in the ditch at 1549 Green Valley Rd.
2. Chairman Bartel explained that there was a broken tile line that was going to be fixed.
C. Clerk
1. The Federal Government has passed the inspection of the election equipment for purchase. The equipment will now go to the state for approval. Once the state approves the equipment it will be available for purchase.
2. Tipping fees have been increased for garbage collection.
D. Presentation of Invoices

A. Action – Motion made by Supervisor Schaefer to adjourn, Seconded by Supervisor Sykora. Motion carried 3-0
