Official MINUTES ANNUAL TOWN MEETING

NOTICE IS HEREBY GIVEN that a Town of Grafton Plan Commission Meeting was held on Wednesday,
April 14, 1998 at 8:00 PM at the Town Hall Office, 1230 11th. Avenue, Grafton. The following
items are on the agenda for this meeting:
In attendance were Chairman Lester Bartel, Jr., Supervisor Neal Maciejewski, Supervisor Nancy Rogers.
Supervisor Ron Kazmierczak (newly elected, not present), Town Attorney Michael Morse,
Building Inspector M. Guttmann, Town Engineer A.R.Schmidt, Supervisor William Grunwald (newly elected not present).

1. ) Opening Comments & Introductions. Lester Bartel, Jr.
Mr. Bartel led the meeting in the Pledge of Allegiance.
2. ) Review minutes. Darrel A. Mazzari
Mr. Mazzari read to minutes of the 1997 annual meeting. The being no additions or corrections, Richard Musbach
made a motion to accept the minutes as presented. Steve Wilkinson seconded. Motion passed unanimously.
ANNUAL REPORT - Mr. Mazzari read the annual report. He pointed out that Waste Management got the bid for
recycling and trash pickup for less than they were charging for trash alone. He also mentioned that he would start
refund holding tank deposits in May, since the fund had over $100,000 in it and not used very much for pumping as it
was not needed. Richard Musbach made a motion to accept the minutes as presented and Tim Kaul seconded.
Motion passed unanimously.
3.) Recycling Report Neal Maciejewski
Mr. Maciejewski gave a report. Waste Management had been awarded a contract to pick up recycling as well as
trash at a very competitive rate.
4.) Library Report Nancy Rogers
The Town has a 24.7% shar of the library of $85,941. There was $3,875 for Children's section for a total of $89,816.
The service population was about 14,424. Circulation was 185,305.
5.) Building Inspector Report Michael Guttmann.
There were 23 new home permits issued in 1996 for an est. value of $4,151,884.
Building permits were 88 permits issued and estimated $824,779
Misc. permits- Electrical permits 44 issued.
Plumbing 30 permits.
HVAC permits 25 issued.
Occupancy 29 issued. Total permit fees $36,497.48
Permits are up from 19 last year.
There was a complaint that a person did not have a fire number after 3 years. Mr. Guttmann said he was behind. Mr. Rosenburg
said that fire risk was greatest during construction. Mr. Bartel asked the Clerk to schedule the item for a Town Board Meeting.
6.)Fire Department Report Chief Larry Williams and his assistant gave a report. He said a new station was being contemplated
and they were running out of room for equipment at the old firehouse. Fire calls were down but rescues have been increasing.
There were 152 fire calls (68 Town) and 514 rescues (155 Town) there were 949 inspections & 248 reinspections. The fire dept.
emphasized that the fire numbers were very important and should be issued with the building permit. Mr. Mazzari asked if a
satellite station was considered for the Town, and he said it was not practical as most of the fire fighters lived east of the river.
The Chief said it was hard to keep people and they might have to consider paying fire fighters.
6.) Town Engineer's Report Rick Schmidt
a. ) Update on status of Green Bay Road project.
The is a State grant for 80% up to $250,000 and will be starting soon, perhaps in May. Progress has been slow and had to
be cut back due to bid overruns.
b.) The Ulao Creek stormwater management plan was explained to be the largest drainage system in the Town area. The
were a number of holding ponds planned and will generally be constructed by developers.
c.) The Town is going through a zoning map update to correct zoning out of compliance.



7.) EDGE Report Lynn Bauer
Ms. Bauer could not attend, but provided the EDGE annual report. As a Town representative on the EDGE Board of
Directors, Mr. Mazzari offered to answer any questions.
7B.) Sheriff’s Report Ozaukee County Sheriff
Sheriff Muray Straub could not attend.
8. ) Village of Grafton Report
Darrell Hofland from the Village of Grafton thanks the Town Supervisors for attending some of their meetings. The
is a joint committee with the Town and Village to study future uses for the area on Hwy 60 out to Hwy C. Rick
Schmidt had also been working with the Village on the stormwater plan. Tim Kaul mentioned he appreciated the
Town help with the Ulao Creek partnership. His committee is working with getting grants and purchasing land
development rights. The is a field tour coming for the policy makers in the area. He said his father wanted him to
mention there was a new highway commissioner.
10.) Old Business
a.) ]The Town zoning overlay will be revisited this year.
b.) The architectural review standards will be considered by the Town Board.

11.) New Business

a.) Expansion of Town Board from 3 to 5 members.
Mr. Bartel entertained a motion to seat the new Supervisors - William Grunwald and Ron Kazmierczak. Neal Rosenburg made such
a motion. Brian Behrens seconded. Motion passed unanimously.
b.) Mr. Bartel addressed the well contamination situation. The Town is currently the responsible party because it ran
the Denow landfill. Water may be purchased from the Village of Grafton. The may be a program to test wells at a lower cost
than normal. There will be an informational meeting.
c.) The Library Board director spoke about the Children's section construction. The budget has had some serious
bid overruns. The original cost was to be $311,000. The new cost, which included handicap access was up to
$489,000.
d.) Holding tank deposit refunds were approved.
e.) A new administrative assistant Cindy DeGroot was introduced.
f.) Mr. Richard Musbach and Harvey Hoy presented a salary review committee. (Exhibit “A”)
He recommended, based on information received from the Wisconsin Town’s Association and surrounding townships, that the
Supervisors annual salary be raised from $3,250 to $3,750 and the Chairman be raised from $6,500 to $18,500.
The workload should not be as great for the Town Board members since there would be five members (4 supervisors and one
chairman) instead of 3. These salaries are on the upper scale compared with other Townships. The Chairman should work during
the day about 15 hours per week. His salary is in the upper portion of similar populated Townships in the State. The salary should
be reviewed every term and the Town Board be authorized to call a special meeting of electors if the Chairman does not perform his
duties and responsibilities.
The Clerk and Treasurer salaries were not recommended for increases. He recommended that the two positions be appointed or
hired by the Town Board. He thought that the Town had grown to the point where it was no longer in the best interest of the
Town’s people that these positions be elected. The Town Board could then interview candidates for their qualifications.
Richard Musbach moved that the salaries and conditions presented (Exhibit “A”) be accepted. Steve Wilkinson seconded.
Motion passed 26 to 0, 2 abstained.
Neal Rosenburg proposed that the question of election of Clerk and Treasurer be put on a referendum. Tim Ziolokowski concurred.
Brian Behrens moved that the Clerk and Treasurer be appointed and not elected. Richard Musbach seconded. Motion passed 23 to
4, 1 abstained.
12.) Adjourn. Neal Maciejewski made a motion to adjourn. Steve Wilkinson seconded. Motion passed unanimously. Meeting
adjourned at 11:10 PM.
