TOWN OF GRAFTON
BOARD OF SUPERVISORS MEETING
August 11, 2010 Minutes
I. CALL TO ORDER
1. Chairman Bartel called the meeting to order at 7:00 P.M.
2. Present:

II. ASSURANCE OF PROPER NOTICE
1. Town Clerk Jessica Schmidt assured the meeting was noticed properly
III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. ADOPTION OF AGENDA
1. ACTION: Supervisor Grabow moved to accept the agenda, seconded by Supervisor Schaefer. Motion carried 4-0
V. REVIEW & APPROVE MINUTES
1. ACTION: Supervisor Sykora moved to accept the minutes of the previous meeting, seconded by Supervisor Grabow. Motion carried 4-0
VI. PUBLIC HEARINGS
A. Town of Grafton Ordinance 2010-3 relating to stop signs and speed limit signs on specified Town roads
1. Chairman Bartel Opened the Public hearing at 7:14 pm
2. No one wished to speak
3. Chairman Bartel Closed the Public Hearing at 7:15 pm
4. ACTION-Supervisor Sykora moved to adopt Ordinance 2010-3 as presented, seconded by Supervisor Schaefer. Motion carried 4-0
B. Town of Grafton Ordinance No. 2010-4 An ordinance amending the Future Land Use Plan Map of the Town of Grafton along STH 32
1. Chairman Bartel Opened the Public hearing at 7:23 pm for item both B and C
2. Wayne Flaherty-1103 Arrowhead Rd asked for clarification of how his property is affected by this. Planner Schaefer informed him that his underlying zoning is staying the same. This is just a tool to use for future planning of this area.

5. ACTION-
C. Town of Grafton Ordinance No. 2010-5-An Ordinance Amending Title 9 - Land Use Regulation; Chapter 1 – Zoning of the Code of Ordinances, Town of Grafton, Wisconsin
1. ACTION-Supervisor Sykora moved to approve Ordinance 2010-4 as presented, seconded by Supervisor Schaefer. Motion carried 4-0
D. Town of Grafton Ordinance 2010-6-An Ordinance amending section 2.5.3.03(C) (c) amending the Ozaukee Washington Land Trust member(s) of the Open Space Commission to be an ex-officio member(s) of the Commission
1. Chairman Bartel Opened the Public hearing at 7: 37 pm
2. No one wished to speak
3. Chairman Bartel Closed the Public Hearing at 7:38 pm
4. ACTION-Chairman Bartel moved to deny the Ordinance as recommended by Plan Commission, seconded by Supervisor Sykora. Motion carried 4-0 (ordinance failed)
VII. RESIDENT CORRESPONDENCE – PERSONS WISHING TO BE HEARD
A. Maureen Hickey-2234 N Green Bay Rd -Explained that there are drainage issues on her property. Item will be looked at on road tour on Monday August 16, 2010
VIII. OLD BUSINESS
A. Update on Plan of Reparation-Rich Wieland-Woodland Shores
1. Staff will meet with Payne & Dolan on site to verify the plans
2. No action taken
B. Drainage project update
1. Engineer Lundeen provided an overview of the drainage projects in the Town:
2. Green Valley Rd-the DNR will do a site visit after August 9th
3. Falls Rd-Engineering portion only will be done in 2010 and construction will begin in 2011, a longer pipe is going to be required, a new plan will be presented in September for review
4. Edgewater-a title search has been done and shows there is an existing drainage easement on the back of the property that the new easement could be tied into
5. No action taken
IX. NEW BUSINESS
A. Multi Use Trail project phase 1 bid award
1. ACTION-Supervisor Schaefer moved to award the Bid to Grade Tech Pavers in the amount of $58,982.50, seconded by Supervisor Grabow. Motion carried 4-0
B. Application for Operators License-Tamara Behling
1. ACTION-Supervisor Sykora moved to approve the Operators License, seconded by Supervisor Schaefer. Motion carried 4-0
C. Resolution 2010-7- Resolution Establishing Determination of Necessity for Obtaining a Drainage Easement across 1618 Edgewater Court-Tax Key No. 06-054-0049.003
1. ACTION- Supervisor Sykora moved to approve the resolution, seconded by Chairman Bartel. Motion carried 4-0
D. Town of Grafton Non-Motorized Boat Launch – Change order to extend contract completion date to July 30, 2010
1. ACTION-Supervisor Sykora moved to approve the change order, seconded by Chairman Bartel. Motion carried 4-0
E. Town of Grafton Non-Motorized Boat Launch – Final Pay Request for Henry R. Marohl and project closeout.
1. ACTION: Supervisor Sykora moved to approve the pay request in two separate payments the first in the amount of $46,021.00 and the second in the amount of $1,377.50 which will be held will be paid once engineering inspects and gives final approval, seconded by Supervisor Schaefer. Motion carried 4-0
X. TOWN STAFF UPDATES
1. Engineer Lundeen:
2. Road Tour is on Monday August 16th at 8:00 am
3. Non-motorized boat launch Ribbon Cutting Ceremony is at 9:00 am on August 21, 2010
4. Cedar Creek Rd project-Village of Grafton requested that the Town inspects the drain tile installation
5. Legal:
6. Ordinance regarding abatement of trash etc in abandoned foreclosed homes will be discussed at Staff meeting next week and will be presented in September.

XII. REPORTS – FOR INFORMATION, DISCUSSION AND ACTION
A. Chair
1. With all the rain, there have been very little drainage issues
B. Supervisors
1. Supervisor Grabow asked who is responsible to clean up the ditches if residents receive noxious weed notices. Chairman Bartel would like to have this item placed on a future agenda
2. Supervisor Schaefer asked that the Town include a photo of the sites that receive official weed notices so residents can see where the issues are
C. Clerk
1. None
D. Presentation of Invoices
XIII. MISCELLANEOUS ITEMS DEEMED PERTINENT AS ALLOWED BY LAW
1. The Dennis Kratz nuisance violation can be closed as it has been abated.
XIV. ADJOURN
1. Action – Motion made by Supervisor Grabow to adjourn, seconded by Supervisor Schaefer. Motion carried 4-0
